A report from War Zone of Manipur

It is an act of cowardice to separate the people of Chandel district aside from other places of Manipur because of the ongoing Indian Military Operation. Chadel district is a very important and remarkable place for Maoist Communist Party Manipur from where its first vice-Chairman, comrade Ngamlet Baite hailed since the first establishment and embodiment of the party. Still this district is a place where our party committee has been prevailing in a complete and solid organizational form. The Indian Army has been endlessly continuing to jeopardize and frighten the innocent people in the areas of the district after the attacked against Indian Army carried out by some ethnic militant group. The act of Search and Destroy operation is still imposed, by using a group of armed black gang who are under the Suspension of Operation (SoO) with government of India on the pretext of ongoing peace-pact, in search of militants.

According to the information provided by the cadres of MCPM who are operating in the areas of Chandel report that the armed Black gang under SoO came on the lead followed by Indian Army behind. Mr. Minthang, a gang leader took the charge of first in command and Thangboi@Jacob as second in command while the Indian armies followed behind. Thus some of the individuals who are claimed or said to be talking peace-process under SoO are utilised as Human Robot by Indian Army in this so called Military Operation. Mr. Jacob@ Thangboi is the middle man to communicate with the Indian Forces and their Gang members as Indian Army does not understand and speak local dialect and he is the lone person who understands and speak Indian Language (Hindi).  These gang of reactionary led by Minthang and Jacob has pick them up from a camp which officially constructed by the Indian Government at Khamarol Village, hails at Chandel District. They are not allowed to use in so called Counter Insurgency operation of Indian Army as per the agreement under the Suspension of Operation (SoO) or Peace pact. The people of Chandel know well, clearly which members of gang party Mr. Minthang and Mr. Thangboi@Jacob belong to.

There are many party cadres and its units in different places in Chandel district of Manipur. There is no any point of hurt or wound or casualty on the part of the party members in there where military operation is undergoing. It is also an impossible thing on the part of Indian Army who afraid to approach on the lead the encounter to suppress and defeat the revolutionary parties of Manipur. There is not a single camp of MCPM in the territory of Burma (Myanmar).

The National Liberation Movement of Manipur cannot be ever suppressed or uprooted whenever and wherever the Manipuri’s exist on the earth. That the Indian Army who have joint and sent to earn monthly salary by the imperialist and Colonialist India will never be able to suppress the National Liberation Movements of Manipur. Without the slightest knowledge of what is happening in Manipur and without collecting any exact details of the Operation from the spot or nearby villages, some of the mainland Indian Media houses make the Indian armies turn into tigers. Nothing is to be considerable and convinced such hired propaganda. Such people and such activities are termed as “Reactionaries are the paper tigers” by Comrade Chairman Mao. Amid this, the most wonderment is that real situation are in front of the local journalists of Manipur, yet reports are copied or translated from concocted information’s which are published in mainland Indian media (National media, which are thousands of miles far from the Manipur) and re-printed in Manipur by Manipuri Media.

Even a single Manipuri journalist (media) including Mainland Media has not yet trodden and traced into any place where the Military Operation, which comprises of the gang party under SoO is on the lead and the Indian Army that follow behind the gang party, has affected. So the news and information which has been provided regarding the Military Operation in the media are all for none but to preserve the moral of the Indian Army. Thus the newspapers run in mainland India are all hiring of Indian Multi co-operation.

Unfortunately, the way of taking responsibility of the journalists of Manipur at this juncture in such crucial moment is contemptible that such deeds never existed in the history of Manipur. It is high time for the local journalists to ponder over their risk and responsibility in such a situation particularly Indian Military Operations and gross human rights violation by the State.

Essentially our communiqué is to extend so as to affirm the people of Manipur and the people of the world as well to know the very fake drama played and exercised by GOI since local media and occupied Indian media have not yet provided and published the true accounts of Military Operation conducted utilizing group of Black gangs under SoO.

Our Statement might not be published by any of the Indian media. Therefore, all the Maoist Party of the world is appealed to publish it throughout the world. The very message that the UNDERGOING MILITARY OPERATION CANNOT AFFECT THE REVOLUTIONARY MOVEMENTS OF MCPM is relayed and assured to the people of the world at large.

 

Israel, the U.S. and Islamic fundamentalism

19 January 2015. A World to Win News Service. In the wake of the Charlie Hebdo killings in France, Israeli Prime Minister Benjamin Netanyahu issued a warning against “a wave of Islamization” sweeping Europe. But an Israeli air strike in Syria only a few days later provided a new and even more dangerous example of how Israel, far from a secular state itself, has deliberately aided Islamic fundamentalists for its own cynical and criminal ends.

On 18 January Israeli guided missiles targeted two vehicles travelling on the Syrian side of the Golan Heights. Among the half dozen or more people killed in this assassination, according to early reports, were the head of the Syrian operations of the Lebanese Shia organization Hezbollah and the top Iranian Revolutionary Guards commander in Syria.

The Israeli airstrike seems to have been meant to strike a hard blow at the Lebanese and Iranian forces playing a key role in the Syrian regime’s battle against the Islamist fundamentalist Jabhat al-Nusra that has been advancing in south-west Syria. The Golan Heights overlook Syria’s capital, Damascus, and al-Nusra’s campaign to seize control there could be a factor in tipping the scales in the currently stalemated Syrian civil war. It would be hard to argue that the Israeli attack had any foreseeable result and therefore aim other than supporting one reactionary side in that civil war, Sunni Islamists, against the reactionary Bashar al-Assad regime.

This is at least the fifth time Israel has launched strikes against the Syrian government since 2013 (Washington Post, 18 January), effectively helping the Islamists who long ago gobbled up almost all other opposition to Assad. In one of these incidents, Israel shot down a Syrian MiG that had been been supporting government forces on the battlefield. U.S. assent for these offensive actions became obvious when the Obama government decided to ignore a well-documented 7 December Israeli air attack on a Damascus international airport facility, allegedly a military warehouse, which certainly would have been denounced as terrorism and an act of war if anyone had similarly attacked Israel’s Ben Gurion airport.

Israel has provided direct support for al-Nusra on the ground. A June 2014 UN report drawn up by UN observers assigned to the Golan Heights describes, among other incidents, numerous Israeli attacks on Syrian government forces during periods of intense fighting between the Syrian army and “armed opposition forces” (in an area where al-Nusra has absorbed the other opposition groups and where the black Islamist flag flies over captured outposts from the Syrian army). UN observers reported seeing Israeli soldiers handing unidentified boxes to fighters on two occasions. On 59 occasions, they saw Israeli soldiers take a total of 89 wounded for medical treatment and then later return most of them to the front lines. This Israeli policy was reported in The New York Times (19 January), which said, “Israel has mostly turned a blind eye toward the Qaeda-affiliated insurgents battling the Syrian government near the border… Israeli hospitals have even treated United States-backed Syrian insurgents who have been allowed to cross the border, including from groups that have sometimes cooperated on the battlefield with those Qaeda-affiliated fighters.”

Only three days before the Israeli airstrike, Hassan Nasrallah, the head of the Shia Islamist Hezbollah, made two points in a television interview. One was a warning to Israel not to break the de facto cease-fire on the Lebanese and Syrian borders. Although Hezbollah has claimed legitimacy from Lebanese Shias and others as a representative of resistance to repeated Israeli aggression, including the 2006 Israeli invasion that killed more than a thousand Lebanese, mainly civilians, its main objective is its own religious rule and not freeing Palestine.

Nasrallah’s other point was to repeat earlier offers of a “political solution” to Syria’s civil war in which Assad would agree to step down. Israel’s political goal in supporting Islamists forces in Syria has been meant to prevent or delay an end to that civil war.

While Israel has its own interests, this aim is consistent with U.S. goals and actions in Syria until now. Although the U.S. may have had illusions about bringing a compliant regime to power a few years ago, it seems to have considered Syria’s destruction as the next best thing. Even the idea of an eventual “political settlement” being floated around now has been contingent on first weakening Assad, making sure that enough damage is done so that the U.S. can more fully dominate whatever future regime may emerge. The U.S. and Israel have actively worked to fuel the horrendous civil war with no regard for the hundreds of thousands of dead and the millions of refugees.

It is not true, as many people believe, that the rise of Islamic fundamentalism can be attributed chiefly to the conscious efforts and policies of the U.S. and Israel, its reliable Middle Eastern outpost. Although such a simplification has appeal for many Middle Eastern people and others cruelly confronted with both U.S. domination and Islamic fundamentalism, a little hard thinking  makes it clear that the social and ideological factors driving the clash between Western (and chiefly U.S.) imperialism and Islamist reactionaries are beyond anyone’s control. But the U.S., acting on its own and often through the Israeli secret services, did a great deal to encourage the rise of Islamism when they thought it was in their interests, and they do not hesitate to do so now for the same reasons. In fact, the main way the U.S. aids Islamism is by its brutal attempts to control the Middle East, including American backing for Zionist rule over Palestine, and presenting that as the only alternative to Islamic fundamentalism, thus echoing and giving aid and comfort to Islamism’s claims that it is the only alternative to Western and Zionist domination.

This latest Israeli attack illustrates what we all need to know: that any strengthening of either of these inhuman monsters, the Islamic fundamentalist forces or the U.S.-led forces, reinforces both sides in a dynamic that is extremely harmful for the people of the region (above all) and the world. That is what Israel is doing, with U.S. backing, and that is what it should be condemned for.

Spain: call it a dictatorship and they throw you in prison

14 April 2014. A World to Win News Service.  A Spanish high court sentenced the 25-year-old rapper “Pablo Hasel” (Pablo Rivadulla Duro) to two years in prison for “glorifying terrorism” on 1 April.  Several years ago, this “anti-system rapper,” as he calls himself, declared, “If they put me in prison, that will prove I’m right” – right that almost 40 years after the end of the fascist regime of Francisco Franco, despite economic, social and political changes, the Spanish state is still the enemy of the majority of Spanish people and the people of the world and “the critical spirit”.

 

Hasel was arrested in November 2011, during a time of upsurge in the country’s streets, when the police raided his home in the night and confiscated his digital devices, papers and books as evidence. At his trial before the high court for political cases, the judge ruled that the only question was whether or not Hasel was the author of the dozens of videos uploaded on YouTube and elsewhere on the Net. Since Hasel unhesitatingly stated that he was, the conviction was all but automatic. Hasel argued that he had the right to freedom of speech, but the judge ruled that while that freedom exists in Spain for some speech, Hasel’s rap constitutes “hate speech,” prohibited by law, and further, that “terrorism is the worst violation of human rights”, so no one has the right to defend it. This is the standard legal double-talk that is the hallmark of the Spanish state: “terrorism” is an affront to “democracy”, so those accused of it have no rights, those who defend those accused of it have no rights, those who argue for those people’s rights are “apologists for terrorists” and so on in a widening spiral. But in sentencing an artist to prison for nothing but his words, this is a further step in demonstrating the truth of his words, that in capitalist countries “freedom of expression is nothing but freedom to lie or shut up, and like democracy, freedom of expression is one of history’s greatest swindles.”

 

What does it mean, Hasel says, to talk about freedom in a country where six million people have been robbed of their jobs, half a million people have been kicked out of their homes, “and if you protest you get beaten or killed?” One of his videos shows him in a June 2011 march of “Los Indignados” (the Outraged) in Valencia. The police attacked it viciously, as they did protests in other cities in Spain in those months. They sought not just to stop it but to break the heads, faces and arms of as many young women and men as possible, as the footage clearly and indisputably shows. Another rap video,  “El reino de los torturadores” (The kingdom of torturers), features the battered and crushed faces and bodies of young women and men arrested at mass demonstrations defending Basque nationalist “terrorists” and then beaten and tortured while in custody – in the name of defending “democracy”.

How can Hasel be convicted of “hate speech” and being a threat to “democracy” when Franco-era torturers are considered respectable citizens, protected from arrest by law, even when clearly identified by their victims; Franco regime political figures are still prominent in public life; the main monument to fascism is untouched and untouchable; and it is perfectly legal and respectable to publicly praise Franco and seek to continue his work?

 

Franco came to power through a military uprising against an elected government in 1936 and an exterminating civil war, with the backing of Nazi Germany and Mussolini’s Italy, and the complicity of all the Western powers. His regime, which today could be called a Catholic jihad in its religious zeal and enforced cultural purity, targeted secular forces and workers and labourers, imprisoned all known opponents and executed many thousands. As was recently revealed, it stole thousands of babies from their mothers to ensure that they would have a proper conservative Catholic upbringing. Despite Franco’s alliance with the defeated Axis powers in World War 2, his regime survived by becoming a key American ally afterwards. Why today is it allowed to praise Franco but not groups that fought his regime? How can the upholders of the Spanish state accuse anyone else of “hate speech”? In fact, how can they label the political violence of their opponents as terrorism when they murdered people and broke lives on a vast scale for their political ends?

 

Perhaps Hasel’s greatest “crime” – and his greatest merit – is that since his 2005 breakthrough album “Eso No Es Paraiso” (This isn’t heaven) he raps about Spain as still a capitalist dictatorship. He says that brutal repression on the one hand, and elections and illusions about “freedom of expression”, the post-Franco regime’s supposedly greatest achievements on the other, are two sides of the same coin, and combine with a media-cultivated “dictatorship of stupidity” that encourages a “Stockholm syndrome” where the masses of people identify with the capitalist system that exploits and oppresses them. He is very clear that not only is the currently-governing Popular Party the political successor party to the fascist regime, but that the Socialist Party “is worse or at least as bad”, and that the parliamentary “left” is just a tail on the Socialists.

 

The Socialists (Hasel spells the party’s initials P$OE) made it possible for the Spanish ruling class to switch over from a fascist to a bourgeois democratic (electoral) form of rule almost painlessly, by protecting the continuity of persons and institutions and the bulk of the state apparatus, and agreeing to what some people call “the law of silence” protecting fascist personalities from legal consequences for their terrorist rule. The mass graves were kept secret and the killers given new jobs or allowed to keep up their work.

 

The Spanish Socialists led its own terrorist campaign against Basque nationalists when they came to govern. In the “dirty war”, Spanish death squads in France assassinated exiled Basque nationalists, ordinary Basques and French and other revolutionaries and bombed taverns and other public places. Neither ruling party has a right to call anyone else terrorists.

 

As a Socialist party MP shamelessly explained in commenting on a new case where the courts refused to hear the complaints of a former student activist against the official who tortured him in 1975, “I just don’t think it would be good for the country. We don’t know where it starts and where it finishes. If we take someone who was a torturer in 1970, why aren’t we going to go after some ministers in Franco’s government who are still alive? Why not the courts? Where do we set the limits?” (The New York Times, 8 April 2014). Yes – what if we went after the same courts once led by Franco that have now sentenced a young rapper to prison? Might that not imperil the repressive efficiency and  legitimacy of the state itself?

No wonder the Spanish ruling class, despite its current democratic finery, zealously maintains the monarchy that smoothed the transition from open fascism to parliamentary democracy and still serves as the guarantor of the continuity of the Spanish state. Hasel’s hatred of the monarchy (one of his videos is called “Muerte a los borbones – Death to the Bourbons”, the royal family) takes its political meaning from this context, and is made all the more forbidden by the fact that he is not just attacking a cultural relic.

 

When Hasel raps about “democracy you mother-fucker” and talks about Spain’s and other “capitalist terrorists taking over the world”, rampaging through the Middle East and bringing misery everywhere, he connects with the truth. But when he raps about the alternative, which he sees as a society like Cuba or Venezuela, there is a disconnect with truth. As fierce as his critique of capitalism may be, it’s not thorough enough.

 

Despite their opposition to the U.S., these countries have not broken with the framework of the world imperialist system. The profit motive still rules the organization of the economy and society despite the existence of state enterprises and social welfare programmes. Their fate hangs on the imperialist world economy – and even simply the price of oil or sugar on the world market. They have not liberated their people from imperialist domination in the most profound sense of enabling them to take the road of overcoming all capitalist economic relations and institutions, all the enslaving social relations and the ideas, customs and habits born of exploitation.

 

Hasel does not even try to paint Cuba as a liberating society, but simply points out that Cuba puts Spain to shame when it comes to homelessness, illiteracy and other social ills. This is true, but has more in common with the revisionist (pseudo-Marxist) idea of socialism as a welfare state than a conception of a liberating revolution in social relations on the road to communism, where human beings are no longer enslaved by the division of society into classes.

 

This is linked to Hasel’s tendency to praise all armed struggles against what he calls imperialism, as though opposing the U.S. and one’s own ruling class were sufficient, without caring enough about the social and political content of those struggles, their ultimate goals. And when, as Hasel does, someone calls themselves a communist, and wears a USSR t-shirt, they need to be clear on the difference between the kind of non-liberating and dismal society that the Soviet Union became with the overthrow of socialism after Stalin’s death (even while socialist forms were retained for several decades, as in Cuba), and the revolutionary transformations of the previous period, which were taken much further in Mao’s China. These are not just old questions; they have everything to do with whether a total social revolution is possible, how, and what that would mean today. When Hasel calls for young people to wage “war for the future”, what is that future?

 

As strong as Hasel’s exposure of capitalist rule in Spain, it would be much stronger – and his stand even more powerfully attractive – if based on a more complete  understanding of the basic problem and solution.

 

The timing of Hasel’s initial arrest, on the heels of system-defying protest by massive numbers of Spanish youth and others in those months of 2011, signals something about the fears of the Spanish ruling class. It is also important that hundreds of youth rallied in his defence in his home town of Lerida immediately after. More than a few youth are “looking beyond their own bellybuttons and their personal horizons,” as he says, and looking for radical answers.

ප‍්‍රමාණවත් තරම් සාක්‍ෂි ඉල්ලා සිටින මේ සියළුම රටවල් සහ ලෝක ජනතාව එක්සත් ජනපද අධිරාජ්‍යවාදීන්ගේ දෑස් ඉදිරිපිට මෝඩයින් වන බැවින් ඔවුන් හට පිළිතුරු සැපයීමට අධිරාජ්‍යවාදී හාම්පුතුන්ට අවශ්‍ය නැත! මෙවැනි ප‍්‍රහාරයක ‘අවශ්‍යතාවය’ ගැන ලෝක ජනතාව රැවටීමට ප‍්‍රමාණවත් තරම් ‘බොරු’ සූදානම් වීම තුළ හැම විටම අන්තර්ගත කරයි. විදේශ කටයුතු පිළිබඳ එක්සත් ජනපද සෙනෙට් කමිටුව ජනාධිපතිවරයාට මාස දෙකක් තුළ සිරියාවට සීමිත ප‍්‍රහාර ප‍්‍රමාණයක් එල්ල කිරීමට අවසර දී ඇත, පවතින තත්වය අනුව මෙය තවත් මාස දෙකක් දක්වා දීර්ඝ විය හැක. එහි ප‍්‍රකාශයට අනුව පාබල බලසේනා නොයැවිය යුතු ය.

 

ඉතා පැහැදිලිව මේ ‘සීමිත’ ප‍්‍රහාර ‘සීමිත’ නොවිය හැකි සේම එය අවසන් වනු ඇත්තේ බෂාර් පාලනයේ පිටකොන්ද බිඳ දැමා භූමිය මත තිබෙන සියල්ල ආලපාලූ කොට, ගිණිය නොහැකි සිවිල් මරණ සහ තක්සේරු කළ නොහැකි තරම් මිනිසුන්ගේ දෙපළ සහ ජීවන මාර්ගයන් වනසා දැමීමට මං පෑදූ කළ පමණකි. ඔවුන් ලිබියාව තුළ සිදු කළ ආකාරයට සමාන ලෙස, එක්සත් ජනපද අධිරාජ්‍යවාදීන්ට එහි උපායික/ප‍්‍රධාන යුධමය සහ ආර්ථික ස්ථාපනයන් වනසා අෂාඩ් රජය බල රහිත කිරීමට අවශ්‍ය කරන සේම සිරියාව තුළ ඔවුන්ගේ අභිලාෂයන්ට වාසිදායක වන ලෙස බලය ලබා ගැනීමට මේ බලවේගයන්ට අවශ්‍ය කරති.

 

දමස්කස් වූ කලී ලෝකයේ පැරණිම අඛණ්ඩ ජනාවාස නගරයන්ගෙන් එකක් වෙයි, ලෝකයේ එක් පැරණිම ශිෂ්ඨාචාර උරුමයක් වන ඉරාකයට බෝම්බ දමා පිරිමැසිය නොහැකි හානියක් සිදු කළ බුෂ් මෙන් දැන් ඔබාමා ගුවනින් බෝම්බ දමා එය විනාශ කර දැමීමට හිතුවක්කාර වී සිටියි. එවැනි කවර චලනයකට හෝ රුසියාව දැඩි ලෙස විරුද්ධ වන අතර අයිතිවාසිකම් කීමට සෑහෙන තරම් සාක්‍ෂි එක්සත් ජනපදයෙන් බලපොරොත්තු වෙමින් සිටී. සැකය අභිබවා අෂාඩ් රජය සැබවින්ම රසායනික අවි භාවිතා කළ බව තහවුරු වුවහොත්, සිරියාවට එරෙහි  ඕනෑම ප‍්‍රහාරයක් එල්ල කළ යුත්තේ එක්සත් ජාතීන්ගේ අවසරය මත බව පූටින් පරෙස්සමින් ප‍්‍රකාශ කර සිටියහ.

 

නමුත් ඔබාමා එක්සත් ජාතීන්ගේ අනුමැතියකින් තොරව පහර දේ නම්, ඔහු එය නීති විරෝධී ලෙස හැඳින්වුවහ. න්‍යෂ්ටික පහසුකම් සහිත කුමන හෝ මිසයිල ප‍්‍රහාරයක් දමස්කස්වලට එල්ල කිරීමෙන් න්‍යෂ්ටික අනතුරක් ඇති වී විශාල ප‍්‍රදේශයක් සහ උපදින්නට සිටින විශාල මිනිස් පරම්පරාවන් විකිරණවලට නිරාවරණය වේ. තවද ඔහු අනතුරු හැඟවූයේ ඔවුන් ගිලී සිටින ලෝක මූල්‍ය අර්බුදය තවත් ඇවිස්සී යා හැකි බවයි. චීනය ප‍්‍රකාශ කරමින් සිටින්නේ කුමන හෝ තීරණයක් ගත යුත්තේ එක්සත් ජාතීන්ගේ තහවුරු කිරීමේ ප‍්‍රතිඵල ප‍්‍රකාශයට පත් වූ පසු එක්සත් ජාතීන්ගේ අනුග‍්‍රහය මත පමණක් බවයි. මේතාක් – ජර්මනියද මේ ස්ථාවරයේ සිටී. මුහුදේ සිට ගොඩබිමට යැවිය හැකි දිගු දුර මිසයිල සිරියාව සමීපයට යැවීමට එක්සත් ජනපද යුධ යාත‍්‍රා සහ ඔත්තු බලන රුසියානු යුධ යාත‍්‍රාවක් ද මධ්‍යධරණී මුහුදට ඇතුළුවීමත් සමග, ලෝකයේ සහ සමස්ත බටහිර ආසියාවේම අතිශය ආතතිකාරී තත්වයක් පවතී.

 

ඬේවිඩ් කැමරූන් ඇමෙරිකාව සමග සිරියාවට පහර දීම සඳහා බි‍්‍රතාන්‍ය පාර්ලිමේන්තුවේ සහය බලාපොරොත්තු වූහ. ඔහුට එය නොලැබුණ නමුත් ඔහුට තිබුණු ඒ මනෙදාළ නැතිවී නොමැති බව  ඕනෑම කෙනෙකුගේ නිගමනයයි. එක්සත් ජාතීන්ගේ අවසර දීම හෝ වෙන  ඕනෑම බොරුවකින් මෙය  ඕනෑම මොහොතක දී වෙනස් කළ හැකිය. නව-ෆැසිස්ට්වාදී ෆ‍්‍රැන්කෝසිස් හෝලන්ඩ් යටතේ ප‍්‍රංශය  බි‍්‍රතාන්‍ය පාර්ලිමේන්තුවේ ප‍්‍රතික්‍ෂේප කිරීම නොතකා බෂාර් අල්-අෂාඩ් ගේ පාලනයට දඬුවම් කරනු පිණිස පහර දීමට සහභාගි වී යුද්ධයක නිරත වීමට සූදානම් බව ප‍්‍රකාශ කළහ.

 

අෂාඩ් රජය විෂ වායු භාවිතා කර තිබෙන බව තහවුරු කිරීමට පැහැදිලි සාක්‍ෂි නැතැයි බි‍්‍රතාන්‍ය විරුද්ධ පක්‍ෂය යෝජනාව ප‍්‍රතික්‍ෂේප කිරීම වුවද, එහි මිත‍්‍රයින් පෙළගස්වා ගෙන ආක‍්‍රමණයේ සුජාතභාවය තහවුරු කොට ගැනීමකි. එක්සත් ජනපදයේ ඩිමොක‍්‍රටික් සහ රිපබ්ලිකන් සඳහා ද ඒ කථාවම වේ. අධිරාජ්‍යවාදී රටවල පාලක සහ විරුද්ධ පක්‍ෂවල කිසිදාක අනෙක් රටකට ‘පහර දීමට ඇති අයිතිය’ ගැන ලොකු මතබේද නොමැත. රටක අනාගතය තීරණය කිරීමට අයිතිය ඇත්තේ ජනතාවට පමණක්ම මිස වෙන රටවල්වලට හෝ බලවේගයන්ට නොවේ යයි යන කාරණය ගැන කිසිදාක සාකච්ඡුා කර නොමැත.

 

තවද හැමවිටම මේ අධිරාජ්‍යවාදීන්ගේ ප‍්‍රධාන ප‍්‍රකාශයන් ගලා හැලෙන විශාල මහජන මතය නොතකා සහ ඔවුන්ගේ රටවල සහ ලෝකයේ පවතින ආක‍්‍රමණකාරී යුද්ධවලට එරෙහි මතයට ප‍්‍රතිපාක්‍ෂිකව ආක‍්‍රමණකාරී ලෙස ඔවුන්ගේ න්‍යාය පත‍්‍රය ගෙන යමින් සිටී. එක්සත් ජාතීන්, ඔවුන්ගේ පුරුද්දට අනුව, සිරියාව විනාශ කිරීම සඳහා අවසර පත් සැපයීම සඳහා වෙහෙසෙමින් සිටියි. එහි ආරම්භයේ සිටම දිගු කාලයක් ලෝකයේ පැවති සියළුම අධිරාජ්‍යවාදී යුද්ධවලට සහය දීමේ වාර්තාවක් එයට ඇත. එහි අපක්‍ෂපාතී බවේ සැඟවීම වූ කලී බොහෝ කාලයක සිට ඉරී වැරහැලිවී අධිරාජ්‍යවාදීන්ට, විශේෂයෙන්ම එක්සත් ජනපදයට දාසකම් කිරීම අනාවරණය වෙමින් තිබේ. විවිධ සමාජ ක‍්‍රමයන්-අන්‍යෝන්‍යව භූමියේ ඒකීය භාවයට සහ ස්වෛරීත්වයට ගරු කිරීම; අන්‍යෝන්‍ය ආක‍්‍රමණ-රහිත බව; එකිනෙකාගේ අභ්‍යන්තර කටයුතු වලට ඇඟිලි නොගැසීම; සමානත්මතාවය සහ අන්‍යෝන්‍ය යහපත; සාමකාමී සහජීවනය යන පංච ප‍්‍රතිපත්තිය රටවල් අතර පවතින සම්බන්ධතාවයන් හිදී ක‍්‍රියාවට නැංවීම සහතික කිරීම පිණිස මේ ආයතනය පවතී යැයි කියනු ලැබේ. මානව හිමිකම් සුරක්‍ෂිත කිරීමට, ආක‍්‍රමණකාරී යුද්ධ වැළැක්වීමට, රාජ්‍ය තන්ත‍්‍රික සහ අනෙක් කාරණාවන්හිදී ජාතීන් අතර පවතින ආරවුල් විසඳීමට මේ ආයතනය පවතී යැයි කියනු ලැබේ. දෙවන ලෝකයට පසු අධිරාජ්‍යවාදී රටවල් ඇතුළුව ලෝකයේ රටවල් අතර ලෝක යුද්ධ වැළැක්වීම, කලාපීය අර්බද හෝ ප‍්‍රාදේශීය යුද්ධ සංසිඳවීම එක්සත් ජාතීන් මගින් ක‍්‍රියාවට නැංවිය යුතුයයි සූත‍්‍රණය කරන ලදැයි කියනු ලබන නීති සහ ධර්මතාවයන්ට අනුව පවා, සියළුම වර්ගයේ රාජ්‍ය තාන්ත‍්‍රික සහ දේශපාලනික සාකච්ඡා/ක‍්‍රියාමාර්ග රසායනික අවි පාවිච්චි කිරීම මෙන්ම මෙවැනි සාහසික අපරාධයන්ද විසඳීමට පියවර ගත යුතුය. දේශපාලනික සහ රාජ්‍යතාන්ත‍්‍රික අරමුණින් බල රහිත ප‍්‍රකාශ කිරීම හැර, ආක‍්‍රමණය නැවැත්වීමට කිසිවක්ම නොකරන ලෝක සාමය සුරක්‍ෂිත කිරීමේ මූලික අරමුණ කරගත් මේ ජාත්‍යන්තර සංවිධානය, ‘සිරියානු අර්බුදය’ විසඳීමට සහ එක්සත් ජාතීන්ගේ අනුමැතිය ඇති ඔබාමාට ආයාචනා කිරීමට භාවිතා කළ යුතු ය. ලජ්ජා සහගත දෙය නම් ඔබාමා ඔහුගේ ආක‍්‍රමණික න්‍යාය පත‍්‍රය ඉදිරිපත් කිරමින් සිටීමමේ නිර්ලජ්ජී ආකෘතිය තුළ සාධාරණීකරණය කිරීම එක්සත් ජාතීන්ගේ ජි හුෂූර් ට පවා දුෂ්කර කටයුත්තකි. එක්සත් ජනපදය ව්‍යාජ ලෙස මාටින් ලූතර් කින්ගේ ‘මට සිහිනයක් ඇත’ (‘I have a dream’) . කථාවේ 50 වෙනි සංවත්සරය සමරන අතරතුරදී පවා නොබෙල් ‘සාම’ ත්‍යාගය දිනා ගත් ජනාධිපති, මානව වර්ගයාගේ විනාශකරු හා ලේ-පිපාසිත මිනීමරුවා සිරියාවට පහර දිය යුතු යැයි කර්කශක ලෙස බුරමින් සිටී. ඔබාමාට වෙන කිසිවක් ඉටුකර ගත නොහැකි වුණොත් – අඩුම තරමින් ධවල මන්දිරය තුළ අප‍්‍රිකානු ඇමෙරිකානුවෙක් සිටීමෙන් කළු ජාතිකයන්ද ඇතුළු පීඩිත මිනිසුන්ගේ සිහින මුදුන් පමුණුවා ගත නොහැකි යැයි ඔහු සැක රහිත ලෙස ඔප්පු කොට තිබේ.

 

සිරියාවට එරෙහි යෝජිත යුද්ධය මේ කාරණය ගැන නියම තත්වය අවබෝධ කරවන තවත් සාක්‍ෂියකි. ඔබාමා ඔහුට පෙර සිටි සහ සිය ධුර කාලවලදී මේ ගෝලය තුළ පීඩිත ජාතීන් විනාශ කළ සහ මිලියන ගණන් පීඩිත ජනතාවට වද දී මරා දැමූ සහ ගිණිය නොහැකි නගර ප‍්‍රමණයක් බිමට සමතලා කොට මකා දැමූ සමහර ‘සුදු’ ජනාධිපතිවරුන්ට සමාන ලෙස නැත්නම් ඊට වඩා අන්ත ලෙස ඉමහත් උනන්දුවකින් සහ ප‍්‍රාණවත් ලෙස එක්සත් ජනපද පාලක පංතීන්ගේ අධිරාජ්‍යවාදී ලෝක රාජ්‍යන්තරවාදී න්‍යාය පත‍්‍රය එලවාගෙන යයි. ඇත්තනේම එක්සත් ජනපද පාලක පංතිය මොහොතකට පමණක් හෝ ජනතාව රැවටීමට ඔහුව ‘සුදු’ මිනිසෙකුට වඩා ‘ප‍්‍රයෝජනවත්’ කෙනෙක් බව දැන ගත්හ. එක්සත් ජනපදය 1986 සිටම විශේෂයෙන්ම සැප්තැම්බර් 11 එහි කුළුණු දෙකකට එල්ල කළ ප‍්‍රහාරයෙන් පසු එකකට පසු එකක් ලෙස ආක‍්‍රමණ සකස් කරමින් සිටී, ත‍්‍රස්තවාදී කණ්ඩායම් වලට සහය දෙන බැවින් සිරියාව ලෝක සාමයට තර්ජනයක් බව ඉස්මතු කළහ, මෙලෙස එය එක් ක‍්‍රමයකට හෝ අනෙක් විධියකට නොනවත්ව ඉලක්කයට ගනිමින් සිටියහ. පසුගිය වසර දෙක හෝ එක හමාර තුළ සිරියාව අධිරාජ්‍යවාදී බලවතුන්ගේ කෙළි බිමක් බවට පත්ව තිබුණි. අෂාඩ් බලයෙන් පහ කිරීම සඳහා එහි වියරුවෙන් ඉල්ලා සිටින ව්‍යාපාරයක් පවතී. ‘කැරලි’ බල ඇණි සහ රජයේ බල ඇණි අතර ඇති වූ නිමක් නැති සන්නද්ධ ඝට්ටනයන්වල ප‍්‍රතිඵලයක් ලෙස ලක්‍ෂ ගණනක් ජීවිත අහිමි වී මහා පරිමාණයෙන් දේපල විනාශ වීම සිදු කෙරුණු අතර මිලියන ගණනක් සංක‍්‍රමණය වූහ.

 

එක්සත් ජනපදය සහ ඔවුන්ගේ රූකඩ පාලනයන් විසින් මෙහෙයවන ලද අධිරාජ්‍යවාදීහු අරාබි ලෝකය තුළ රාජ්‍යතාන්ත‍්‍රික සහ දේශපාලනික මෙහෙයවීමෙන් සහ මූල්‍යමය, යුධමය සහ තාක්‍ෂණික ආධාර, දැවැන්ත ලෙස සන්නද්ධ කිරීමෙන්, පුහුණු කිරීමෙන් සහ විවිධ ආකාරයෙන් එදිරිවාදී වීමට මග පෙන්වීම් සිදු කර තිබේ. අෂාඩ් එළවා ඔවුන්ගේ රූකඩයකට සිරියාවේ බලය පවරා දීමේ අවශ්‍යතාවයේදී ඔවුහු එය වඩාත් පැහැදිලි ලෙස සිදු කළහ. රුසියාව සහ චීනය වරින් වර අෂාඩ් රජයට මේ දක්වා සහය දෙමින් සිටි අතර සිරියාවට එරෙහි  ඕනෑම විධියක සන්නද්ධ අධිරාජ්‍යවාදී මැදිහත්වීමකට හෝ ප‍්‍රහාරයකට එරෙහි විය. ඒකාබද්ධ මාධ්‍ය අකමැත්තෙන් වුවත් අෂාඩ්ට සිරියානුවන් අතර සැලකිය යුතු සහයෝගයක් ඇති බව පිළිගත්හ. ලිබියාව තුළ ඔවුන් කළ දේ සිදු කරන්නට බෙහෙවින් අවශ්‍යව තිබුණත් අෂාඩ්ට රුසියාව, චීනය, ලෙබනනය සහ ඉරානයෙන් ලැබෙන තීරණාත්මක සහය හැරුණම සිරියාවට පහර නොදීම ට මෙය එක් හේතුවක් වේ. ඇත්ත වශයෙන් කියතොත්, මෑතදී අෂාඩ්ගේ බල ඇණි කැරලි කරුවන්ගේ බලකොටු ප‍්‍රදේශ අත්පත් කර ගැනීම වාර්තා වී තිබීම සිරියාවට පහර දීමට කඩිනම් කිරීමට එක් හොඳම හේතුවක් වේ.

 

අපේ පක්‍ෂය, ඉන්දියානු කොමියුනිස්ට් පක්‍ෂය (මාඕවාදී) සිය රටවල විශේෂ පාලනයක් ස්ථාපිත කිරීම හෝ පෙරලා දැමීමට අයිතිය තිබෙන්නේ රටක ජනතාවට පමණක්මය යන්න හැමවිටම තරයේ ප‍්‍රකාශ කර තිබේ. අෂාඩ් බලයේ සිටිය යුතුද නැද්ද යන්න තීරණය කළ යුත්තේ සිරියාවේ ජනතාවයි. ඔවුන්ට කැරලි ගැසීමට සහ ඔවුන්ගේම අනාගතයක් ඉදි කිරීමට සෑම අයිතියක්ම ඇත. නමුත් සිරියාවේ අභ්‍යන්තර කටයුතුවලට අධිරාජ්‍යවාදීන්ගේ අයුතු මැදිහත් වීම නිසා රටේ අනාගතය ඉමහත් අනතුරකට මුහුණ දෙමින් තිබෙන්නා සේම සමහර විට එළඹෙන දිගු කාලයකට එය සිරියානුන්ගේ දෑත්වලට අහිමි වී තිබෙනු ඇත. අරාබි වසන්තයෙන් පසුව ඊජිප්තුව වැනි අරාබි රටවල්වල මෑත සංසිද්ධීන් අධිරාජ්‍යවාදීන්, විශේෂයෙන්ම එක්සත් ජනපදය රූකඩ රජයන් ස්ථාපිත කිරීමට බලාපොරොත්තු වන අයුරු තත්වාකාරයෙන් පෙන්වා දෙයි.

 

තමන්ගේ සමහර විදේශ කටයුතුවලදී එක්සත් ජනපද ඇඟිලි ගැසීම්වලට විරුද්ධව සිටි අයෙකු වූ නිසා මොර්සි (Morsi), සාමකාමී බලවේග මගින් ගරුසරු රහිතව ෙදාට්ට දැමූණු අතර හමුදාව විසින් සිර ගත කරනු ලැබිණි. හමුදා පාලනය විසින් විරෝධතාවයේ යෙදෙන ජනතාව ඝාතනය කිරීම දෛනික දෙයක් ලෙස සිදුවෙමින් තිබේ. ඉතා බලවත් මහජන නැගී සිටීම සහ විධිමත් ප‍්‍රජාතන්ත‍්‍රවාදී ක‍්‍රියාවලිය මොර්සි බලයෙහි පිහිටවූහ, එහි මොන අන්දමේ හෝ ෙදා්ෂ තිබුණෙන්, එක්සත් ජනපදයේ සහ හිටපු ජනාධිපතිගේ බලවේගයන්ගේ අනුග‍්‍රහය ලද යුධ හමුදාවේ යකඩ සපත්තු මගින් පාගා දමන ලදි. ජනතාවට ප‍්‍රජාතන්ත‍්‍රවාදී අභිලාෂයන් තිබුණද, අරාබි වසන්තය කාලයේ ඔවුන්ගේ රටවල පැරණි ආඥදායකයන් පලවා හරින ලද සියළුම රටවල මුළුමනින්ම වාගේ, පූර්ව-අධිරාජ්‍යවාදී රූකඩ හෝ සාමකාමී බලවේග බලය  පවරා ගත්හ. මෙය තමන්ගේ රටවල්වල ආඥදායක පාලනයන් ට අභියෝග කිරීමට හෝ ඒවා වෙනස් කිරීමට අපේක්‍ෂා කරන  ඕනෑම බලවේගයකට ප‍්‍රකාශනයක් ලෙස පැවතී.

 

ඔවුහු අධිරාජ්‍යවාදීන්ගේ දෑත් මත නැටිය යුතු නොවේ. එක් ඒකධිපතියෙක් වෙනුවට තවත් අයෙක් ප‍්‍රතිස්ථාපනය කිරීම නරක ප‍්‍රතිඵලයක් නොවූවත් ප‍්‍රතිස්ථාපනය ඒකාන්තයෙන්ම අධිරාජ්‍යවාදීන්ට යටහත් පහත් වෙනු ඇත. සැබෑ ප‍්‍රජාතන්ත‍්‍රවාදය අපේක්‍ෂා කරන සහ අසීමාන්තික බලය සහිත පාලනයන්ට එරෙහි වෙන  ඕනෑම බලවේගයන් ලෝක ජනතාවගේ සහය ඇතිව ජනතාව ඒකාබද්ධ කිරීමෙන් සිය ශක්තිය මත පදනම්ව හැකිතාක් ස්වාධීනව කළ යුතුය. ඔවුහු අධිරාජ්‍යවාදීන් සමග හවුල් ඇති කර ගත යුතු නොවේ. ජනතාව නැවත සටන් කිරීම පිණිස බල කරනු ලැබුයේ නැත්නම් අධිරාජ්‍යවාදීන්ගේ නීච බලවේග – ලෝකයේ වෙන තැන්වල හෝ ඊජිප්තුවේ සිදුවන්නාක් මෙන්  පාලනය පවරා ගනු ඇත.

 

දෙවන ලෝක යුද්ධයෙන් පසුව වියට්නාමයේ ජාතික විමුක්ති යුද්ධය ජය ගන්නා තෙක්ම, එක්සත් ජනපද ආක‍්‍රමණකාරී යුද්ධයේ ප‍්‍රධාන අන්තර්ගතයේ සංක්‍ෂිප්තය වූයේ ‘කොමියුනිස්ට්වාදයේ පැතිරීමයි’. සෝවියට් සංගමය කැඞී බිඳී යාමත් සමග එය බොහෝ විට භාවිතා කළ කාරණයන් වුයේ ‘මානව හිමිකම් උල්ලංඝණය කිරීම’ හෝ ත‍්‍රස්තවාදය’ හෝ මේ දෙකයි. බාගවිට එය ලෙස ‘ප‍්‍රජාතන්ත‍්‍රවාදය නැවත පිහිටුවීම’ හෝ ‘නිදහස ලබා දීම’ ලෙස වෙස් ගැන්වූහ. නමුත් හැම විටම සැබෑ කාරණය වූයේ/වනුයේ ලෝක ආධිපත්‍යය ලූහුබැඳීම යි. ප‍්‍රංශය, බි‍්‍රතාන්‍යය හෝ කලින් USSR* (සෝවියට් දේශය) යන මේ කොයික මගිනුත් සිදු කළ විවිධ ආක‍්‍රමණකාරී යුද්ධ පිටුපස ද රැඳී තිබූ සැබෑ කාරණය මෙය විය තිබුණි. පහරදීමට හේතුව ලෙස රසායනික අවි භාවිතය ලෙස සඳහන් කිරීම දැඩි ලෙසම අෂාඩ් රජය විසින් ප‍්‍රතික්‍ෂේප කරනු ලැබූ අතර එය කැරලි කරුවන් විසින් භාවිතා කර තිබුණු බව ප‍්‍රකාශ කළහ. රජය හෝ කැරලිකරුවන් යන මේ කිසිම පාර්ශ්වයක රසායනික අවි භාවිතයට කිසිකෙනකු සහය නොදිය යුතු ය. කැරලි කරුවන් ඒවා භාවිතා කර තිබෙන බව ව්‍යතිරේඛයකින් (සැකයකින්) තොරව සත්‍ය නම්, සාරින් (Sarin) ට විෂ වායු සපයන ලද්දේ අධිරාජ්‍යවාදීන් විසිනි. වසර දෙකකට වඩා වැඩි කාලයක් යුද්ධය පවතින ආකාරයට අෂාඩ් පරාජයට පත් නොවෙමින් සිටීම සාරින් විසින් ඒවා භාවිතා සඳහා වඩා සත්‍ය වූ පැහැදිලි කිරීමක් වන අතර එක්සත් ජනපදය ඒවා සිරියාවේ සිටින ඔවුන්ගේ ඒජන්තයින්ට සපයා තිබිය හැකිය මන්ද හදිසි ප‍්‍රහාරයක් සඳහා අවසර ලබා ගැනීමට එය භාවිතා කළහැකි බැවිණි.

 

මතකයට ගත යුතු එක් කරුණක් නම් රසායනික අවි භාවිතා කිරීමෙන් ‘රතු ඉර’ පැනීමෙන් වළකින ලෙස ඔබාමා සිරියාවට අවවාද කොට තිබීමයි, එක් විදියකින් ‘රතු ඉර’ අවසර ලබා ගැනීමට භාවිතා කිරීම හා නිසැකව පහසුවෙන් සම්බන්ධ කළ හැක. නමුත් එක්සත් ජනපද අධිරාජ්‍යවාදීන් ‘නීති විරෝධී’ යයි කෑ ගසමින් සිටින ව්‍යාකූල හැසිරීම කුමක් ද? හැම කෙනෙක්ම දන්නා පරිදි අතිශයින් හානිදායක රසායනික අවි (නාපාම්, ඒජන්ට් ඔරේන්ජ්, සුදු පොස්පරස් නම් වශයෙන් කිහිපයකි) වියට්නාමය, ඉරාකය හෝ වෙන තැනක භාවිතා කිරීම පිළිබඳ සැක සහිත වාර්තා තිබෙන්නේ එක්සත් ජනපදයටයි. 1915 සිට 1918 දී සිදු වූ බිහිසුණු රසායනික යුධ ක‍්‍රියාවන් හේතුවෙන් ජාතීන්ගේ සංගමය 1925 දී රසායනික හෝ ජීව විද්‍යාත්මක අවි භාවිතා කිරීම තහනම් කරන ජිනීවා සම්මුතිය පිළිගන්නා ලදි.

 

ගිවිසුම යෝජනා කොට එය කෙටුම්පත් කිරීමට එක්සත් ජනපදය සහය දුන්නද, සෙනට් සභාව 1926 දී එය අනුමත කිරීම ප‍්‍රතික්‍ෂේප කළහ. 1970 දී එය නැවත සෙනට් සභාවට යොමු කරන ලදි, එය පිළිගනු ලැබුවේ වසර හතරකට පසුවය. අද දක්වා අවි පාලන කටයුතු හා සම්බන්ධ සියළුම කාරණා වලදී එම දෙබිඩි ස්ථාවරය සතු එක්සත් ජනපදයේ සැබෑ තත්වය විය. මේ වන විට එක්සත් ජනපදය සහ අනෙක් ප‍්‍රධාන අධිරාජ්‍යවාදී බලවත්තු පොකුරු බෝම්බ, රසායනික, ජීව විද්‍යාත්මක සහ න්‍යෂ්ටික යනාදී සියළුම වර්ගයේ ජන සංහාරක අවි (WMD) තහනම් කිරීමට සූදානම් නැත. එසේනම්, ඔවුහු සිරියාව ගැන කථා කරන්නේ මන්ද? මෙය සිරියාවට හෝ ලෝකයේ අනෙක් තැනකට එරෙහිව සිය අති මාරාන්තික ජන සංහාරක අවි භාවිතා කිරීමට ඇති විශේෂ අවශ්‍යතාවයක් පමණක් වේ. රසායනික අවි කෙලින්ම හෝ රහසිගතව දියුණු කරන සහ පසුගාමී රටවල ඔවුන්ගේ ගැත්තන්ට හෝ ඒකාධිපතියන්ට ඒවා පොදු ජනතාවට හෝ ඔවුන්ගේ සතුරු රටවල්වලට එරෙහිව භාවිතා කිරීමට විකුණමින් හෝ පාලනයන් පෙරලීමට ප‍්‍රතිවිප්ලවවාදී බලවේගයන්ට සපයන මොවුහු වූ කලී යුද්ධය වෙළඳාම් කරන අධිරාජ්‍යවාදීහුය. 

 

වග විභාගයක් නැතිව පොදු ජනතාවට එරෙහිව ජන සංහාරක අවි භාවිතා කිරීම හැරුණු කොට, අධිරාජ්‍යවාදීහු, විශේෂයෙන්ම එක්සත් ජනපදය සහ ඊශ‍්‍රායලය රසායනික සහ ජීව විද්‍යාත්මක අවි ඔවුන්ගේ නියෝග පිළිනොපදින රටවල්වල හෝ සංවිධනවල ප‍්‍රධානීන් ඝාතනය කිරීමට භාවිතා කිරීමට පැකිලීමක් නොදක්වති. සියල්ලටම පෙර කිසිවෙක් රසායනික සහ ජීව විද්‍යාත්මක අවි මගින් මුළු ලොව තුළම සිදු වූ විනාශය ගැන පරීක්‍ෂා කරන්නේනම් ඒවාට මුල්වී සිටින්නේ හෝ ඉඩදුන්නේ එක්සත් ජනපද අධිරාජ්‍යවාදීන් සහ සමස්ත අධිරාජ්‍යවාදී මැර කල්ලියයි. ඔවුන් සතුව නැති ස්වභාවික සම්පත් සහ ප‍්‍රධාන වශයෙන්ම තෙල් අන්තර්ගත යුද්ධෝපායික පිහිටීම නිසා බටහිර ආසියාව තුළ ඔවුන්ගේ භූ-දේශපාලනික අවශ්‍යතාවයන් සඳහා එක්සත් ජනපදය, බි‍්‍රතාන්‍යය, ප‍්‍රංශ-ඊශ‍්‍රායෙල හවුල සහ තුර්කිය ට සිරියාවේ රූකඩ පාලනයක් බලයට පත් කිරීමට අවශ්‍යව තිබේ. තවද එය අතීතයේ සෝවියට් සංගමයේ (USSR) /CIS කොටස් ව තිබුණු මධ්‍යම ආසියානු රටවල් වල ඇති තෙල් සහ අනෙක් අනර්ඝ සම්පත් පාලනය කරනු පිණිස එම රටවල් තුළට ඇතුල් වීමට ද මග පාදනු ඇත. උන්ගේ ලා බාල හවුල් කරු වන – ඊශ‍්‍රායලයට බටහිර ඉවුර තුළ තව දුරටත් ආධිපත්‍ය පිහිටුවීමට උදව් කොට මෙය වර්ධනය වෙමින් තිබෙන රුසියානු බලයට සහ චීනයට මහත් අභියෝගයක් මතු කරයි. 1967 සය දින යුද්ධයේ සිටම සිරියාවේ ගෝලන් උස් බිම් අල්ලා ගනිමින් සිටින ඊශ‍්‍රායලය 1973 අරාබි ඊශ‍්‍රායෙල් යුද්ධයේදී සිට ස්ථීර ආරක්‍ෂක වළල්ලක යොදා ඇත. කඳවුර තුළ දී සිරියාව පාවා දීමට ලක් වූ විට ඬේවිඩ් අකොර්ඩ් ගෝලන් උස් බිම්වල කොන්දේසි විරහිත යටත් වීමක් ඉල්ලා සිටින අතර තුරදී ඔවුන්ට එය ශක්තිමත්ව තබා ගන්නට අවශ්‍ය කළේය. සිරියාව බටහිර ආසියාව තුළ එක්සත් ජනපද-ඊශ‍්‍රායෙල් මැදිහත්වීම්වලට සහ සැලසුම්වලට අඛණ්ඩ විරුද්ධවීමේ ස්ථාවරයක් දරා තිබුණේය. සිරියාව පලස්තීනියානු ව්‍යාපාරයට අඛණ්ඩව සහය දුන්හ. හිස්බුල්ලා (ලෙබනන්) අෂාඩ්ට සහ පලස්තීනියානු ව්‍යාපාරයට සහය දැක්වුහ, ඊශ‍්‍රායලයට දැක්වූ තද බල විරුද්ධත්වය වූ කලී අධිරාජ්‍යවාදීන්ට මේ ප‍්‍රහාරයෙන් අඩ පණ කර දමන්ට අවශ්‍ය වී තිබෙන තවත් හිරිහැරයකි.

 

එසේම මේ ප‍්‍රහාරය, කලාපය තුළ එක්සත් ජනපද-ඊශ‍්‍රායෙල් ආධිපත්‍යයේ අවශ්‍යතාවයන්ට අඛණ්ඩ විරුද්ධත්වයක් දරන සහ වර්තමානයේ සිරියාවට එරෙහි කුමන හෝ ප‍්‍රහාරයකට දැඩි ලෙස විරුද්ධ ස්ථාවරයක් දරන මුරණ්ඩු ඉරානයට එරෙහිව තදබල තර්ජනයක් මතු කරයි – එක පහරින් කුරුල්ලන් දෙදෙනෙකි. දෙවෙනි ලෝක යුද්ධයෙන් පසු ප‍්‍රතිවාදී අධිරාජ්‍යවාදී කට්ටි විසින් උඩගෙඩි දීම මත සහ සහය දීම මත සිදු වුණු ආක‍්‍රමණික අධිරාජ්‍යවාදී යුද්ධ හෝ තරඟකාරී යුද්ධ වලින් සිදු වූ හානිය සංසන්දනය කරද්දී පළමු හෝ දෙවෙනි ලෝක යුද්ධයෙන් සුවිශේෂී කලාපයක තුළ සිදු වූ විනාශය ඊට වඩා අඩුය. ඈත මුහුදු වල සිට දිගු දුර මිසයිල එල්ල කිරීම සහ උහළ උච්චතාංශයක සිට බෝම්බ හෙලීමේ යුද්ධෝපායෙන් ඉලක්කගත ප‍්‍රදේශවල භූමිය මත ඇති සියළුම මානව සහ ද්‍රවයමය අදේවල් විනාශ කරයි.

 

දයාවක් නැති ඩ්‍රෝන් යානා වගවිභාගයක් නැතිව භාවිතා කිරීම මගින් ඉතිහාසයේ කිසිදු කලෙක නැති ලෙස දිනපතාම පාහේ සිවිල් ජීවිත වලට මහත් විනාශයක් පමුණුවයි. ආක‍්‍රමණකාරී යුද්ධ විනාශ කර දමන්නේ අතීත ශිෂ්ඨාචාරයන්ගේ මිල කළ නොහැකි උරුමයන් පමණක් ම නොවේ, අද සිටින පරම්පරාවේ මෙන්ම මතු උපදින්නට සිටින පරම්පරා ගණනාවක ජීවිත විනාශ කර දමයි. සිද්ධීන් කිහිපයකදී සිදු වුණු හානිය පිරිමැසිය නොහැකිය. සිරියාව තුළ විෂ වායු නිසා මරා දැමෙන අහිංසක කාන්තාවන්, දරුවන් සහ සිවිල් වැසියන් ගැන කිඹුල් කඳුලූ හෙළන නව-හිට්ලර් ඔබාමාට එය වාවා ගත නොහැක. අහිංසකයන් මරා දැමීම ඇත්තෙන්ම දරා ගත නොහැක. නමුත් ඒකාකාර ලෙස පකිස්ථානය, යෙමනය සහ ඇෆ්ගනිස්ථානය ආදී තැන් තුළ එක්සත් ජනපද ඩ්‍රෝන් ප‍්‍රහාරයන්ගෙන් ගණන් කළ නොහැකි අහිංසක කාන්තාවන්, දරුවන් සහ සිවිල් වැසියන් මරා දැමෙමින් තිබීම එකම භාවිතාවක් තිබෙන සරල තර්කයක් නොවේද? යටත් විජිත සමයන් තුළ හෝ ඊට පසුව අධිරාජ්‍යවාදීන් විසින් පසුගාමී රටවල්වල අසීමිත ගණනක සිදු කළ සියළුම කෲරකම්අප අත් හැර දැමුවද දශකයක් තිස්සේ පවා ඉරාකය, ඇෆ්ගනිස්ථානය හෝ පලස්තීනයේ මරා දැමූ ලක්‍ෂණ ගණන් අහිංසක මිනිසුන්ගේ ජීවිත ගැන කියනු කවරේද? මේවා ගැන හැමවිටම කූට නිහඬතාවයකින් සිටින්නේ ඇයි? පෘථිවිය කිහිප වරක් විනාශ කිරීමට තරම් වූ න්‍යෂ්ටික අවි ඇතු`ළුව විශාල අවි තොගයක් තබා ගෙන සිටින (  ඕනෑම තැනක  ඕනෑම වෙලාවක ඒවා භාවිතා කිරීමට කිසිදු පැකිලීමක් පවා නොදක්වයි) එක්සත් ජනපද අධිරාජ්‍යවාදීහු ජන සංහාරක අවි තබා ගෙන සිටින්නේය යන ව්‍යාජ හේතුව මගින් ඉරාකයට පහර දීම කෙතරම් කුරිරු විහිළුවක්ද?

 

ජපානයේ හිරෝෂිමා සහ නාගසාකි යන නගරවල පරමාණු බෝම්බ පුපුරවා තිබෙන එක්සත් ජනපදය ඉරානයේ න්‍යෂ්ටික අවි දියුණු කිරීමට ඇති හැකියාව ගැන බෙරිහන් දෙමින් සිටීම තවත් නොගැලපෙන දෙයකි. අධිරාජ්‍යවාදීහු ලිබියාවට පහර දී ගඩාෆි මරා දැමීම සඳහා එවැනි ‘හේතුවක්’ පෙන්වීමට පවා කරදර නොවූහ. සිහියට ගත යුතු දෙයක් වන්නේ ඉරාකයෙන් කිසිදාක ජන සංහාරක අවි සොයා නොගත්හ; ඉරානයට න්‍යෂ්ටික අවි නිෂ්පාදනය කිරීමට අයිතිය තිබියදීත්, එහි රජය වරින්වර තමන්ට න්‍යෂ්ටික අවි තැනීමට අභිලාෂයක් නැතැයි ප‍්‍රකාශ කරයි; එමෙන්ම සිරියානු රජය තවම තමන් රසායනික අවි භාවිතා කළැයි යන චෝදනාව දැඩි ලෙසම ප‍්‍රතික්‍ෂේප කරයි. නිර්මාණශීලී ජනකතාවක පැවසෙන පරිදි බැටලු පැටවකුගේ ඉරණම වන්නේ වෘකයෙකු විසින් ගිල දැමීම වන අතර ඒ සඳහා ගෙඟහි ඉහළින් හෝ පහළින් ජලය පානය කිරීම හේතුවක් නොවේ. බැටලූ පැටවකු වීම පමණක් හේතුවක් වේ. සම්පත් වලින් සරුසාරව යුද්ධෝපායික වැදගත් කමක් ඇති ස්ථානයක පිහිටා තිබීම ම එය අත්පත් කර ගැනීමට ප‍්‍රමාණවත් ය. කැලෑ නීතියේ දී වෘකයෙකු-වැනි ලෝක ආධිපත්‍ය පිළිබඳ පැරණි අධාරජා්‍යවාදීන් පිපාසායට පණ පෙවීම මිස වෙන කිසිවක් නොවේ. නව-නාසීන් විසින් ආක‍්‍රමණකාරී යුද්ධ සාධාරණීකරණය කරනු පිණිස මානව හිමිකම් උල්ලංඝණය කිරීම ලෙස අප ඉදිරියට දමා ගසන සියලූම රැවටිලි අධිරාජ්‍යවාදීන්ගේ ලෝක ආධිපත්‍යය සඳහා වන පවිටු ප‍්‍රයාණයන් සහ සම්පත් සඳහා ඇති තෘප්තියට නොපැමිණෙන පිපාසය වසා දැමීමට කරන වංචාවක් මිස වෙන කිසිවක් නොවන බව ජනතාව අවබෝධ කර ගත යුත්තේය. සියල්ලම වටකෙරෙන මූල්‍ය අර්බුද තුළ ලෝක ධනපති ක‍්‍රමය ගිලීගනු ලැබේ. මූල්‍යමය ගැලවීමක් පිණිස සහ ලෝකයේ සම්පත්-බහුල ‘පසුගාමී’ රටවල් නිර්දය ලෙස කොල්ලකෑම කෙරෙන් ඔබ්බට ආක‍්‍රමණික යුද්ධ නිතර ගමන් කරමින් සිටී. නමුත් අර්බුදය මැඩ පැවැත්වීමට දරන එවැනි ප‍්‍රයත්නයන් සමාජක‍්‍රමය එහි ගැඹුරට තල්ලූ කර දැමීමකි. තමන් ධනය රැස් කරමින් සිටින බව අධිරාජ්‍යවාදීහු කල්පනා කරමින් සිටියද ඔවුන්ගේ සියළු ආක‍්‍රමණ සහ මංකොල්ලකෑම් වැඩි වීමත් සමග ඔවුන් ඇත්තටම පොදි බඳින්නේ ලෝකයේ පීඩිත ජනතාවගේ ද්වේෂය සහ කෝපයයි. මේ මෝඩයෝ අවසානයේදී ආක‍්‍රමණකාරී යුද්ධ ඔවුන්ගේ විනාශයට මුල් වන්නේය යන කිසිදු පාඩමක් ඉතිහාසයෙන් ඉගෙන නොගන්නාහ. සිරියාවට එරෙහි යුද්ධය ඔවුන් කරවටක් ගිලී සිටින දිග්ගැස්සුණු ආර්ථික සහ දේශපාලන අර්බුද මැඩ පැවැත්වීමට කිසිදාක උපකාර නොවේ, විය හැකි එකම දේ ඔවුන් අර්බුදයේ පතුලට තව තවත් ගිලීම පමණි. මේවන විටත් ලෝකය පුරා තෙල් මිල අහස උසට නැග යාම සහ වේගයෙන් වෙනස් වන වෙළඳ පොළ, සඳහන් කිරීමට භාජනය නොවන වේගයෙන් ක්‍ෂය වෙන අපේ රුපියල ඇතුළුව පසුගාමී රටවල් කිහිපයක මුදල වේගයෙන් අවප‍්‍රමාණ වීම මේ සඳහා සාක්‍ෂි දරයි.

 

සිරියානු ජනාධිපති බෂාර් අල්-අෂාඩ් ඔවුන්ගේ රටට එරෙහි  ඕනෑම අධිරාජ්‍යවාදී ක‍්‍රියාකාරීත්වයකට එරෙහිව සටන් වදින බව ප‍්‍රකාශ කළහ. තුන්වන ලෝක යුද්ධයකට මග පෑදුනද ආක‍්‍රමණිකයින් පරාජයට පත් වන තෙක් එක් පියවරක් හෝ පසුපසට නොගෙන අභියෝගාත්මක ලෙස අධිරාජ්‍යවාදී ආක‍්‍රමණිකයින් සමග සටන් කිරීමට ඔවුන් මුලූමනින්ම සූදානම්ව සිටින බව සිරියානු විදේශ කටයුතු ඇමති ප‍්‍රකාශ කළහ. සිරියානු රජයද වරින්වර එක්සත් ජනපදයේ හමුදා ප‍්‍රහාරයට එරෙහිවන ලෙස හා මේ අර්බුදය සාමකාමී ලෙස විස\ ගැනීමට කටයුතු කරන ලෙස එක්සත් ජාතීන්ට ආයාචනා කරමින් සිටී. සිරියානු ජනතාව අභියෝගාත්මක වන අතර ඔවුන්ගේ මරණයෙන් ආක‍්‍රමණයට එරෙහිව සටන් කිරීමට සූදානම් වෙමින් සිටී.  ඕනෑම වර්ගයක අධිරාජ්‍යවාදී ආක‍්‍රමණයකට තමන් එරෙහි බව අෂාඩ් ප‍්‍රකාශ කොට තිබුණද මෙය සාර්ථක විය හැක්කේ ජනතාව ඒකාබද්ධ කිරීමෙන් සහ ඔවුන් මත පදනම් විමෙන් පමණකි. ජනතාවට ප‍්‍රජාතන්ත‍්‍රවාදය දී නොමැත්තේ නම් කිසිම පාලනයකට අධිරාජ්‍යවාදී ආක‍්‍රමණයකට එරෙහිව සහය ලබා ගැනීමට ජනතාව ඒකාබද්ධ කළ නොහැකි බව ඊට සමානම සත්‍යයකි. හෆර් අල්-අෂාඩ්, සිරියාවේ හිටපු ජනාධිපති වන බෂාර් ගේ පියා අධිරාජ්‍යවාදීන්ගේ ආක‍්‍රමණයට හවුල් වෙමින් 1991 දී ඉරාකයට හමුදා යවා තිබුණි. 2005 තරම් මෑත තෙක්ම ලෙබනනයේ  සිරියානු හමුදා සිටි අතර ලෙබනන් වැසියන් ඔවුන්ගේ අභ්‍යන්තර කටයුතු වලට අතගසන බව ප‍්‍රකාශ කරමින් චෝදනා කර තිබුණි. තමන්ගේ අවශ්‍යතාවයන්ට හෝ අධිරාජ්‍යවාදීන්ගේ පීඩනයට නැමෙමින් වෙනත් රටකට හමුදා යැවීමට කිසිදු රටකට අයිතියක් නැති බව පසුගාමී රටවල පාලකයින් නැවත වතාවක් මේ සන්දර්භය තුළ අවබෝධ කර ගත යුතු ය.  ඕනෑම රටක හෝ සිය රට වල අධිරාජ්‍යවාදී මැදිහත්වීම් වලට හෝ ආක‍්‍රමණයන්ට කිසිදු බුරුලක් නොදක්වන දැඩි විරෝධයක් දැක්වීමෙන් පමණක් සිය රට ජනතාවගේ හෝ ලෝක ජනතාවගේ අධිරාජ්‍යවාදයට එරෙහි සහය දිනා ගත හැකිය. ප‍්‍රහාර එල්ල කිරීම පිළිබඳව කිසියම් තීරණයක් ගැනීමට පෙර එක්සත් ජාතීන්ගේ පරීක්‍ෂකයින් ඔවුන්ගේ සොයා බැලීම්වල ප‍්‍රතිඵල නිවේදනය කරන තෙක් බලා සිටින බව ඉන්දියානු රජය ප‍්‍රකාශ කළහ. ඇත්තෙන්ම එක්සත් ජාතීන්ගේ සහතිකයක් ඇත්නම් සිරියාවට පහර දීම පිළිබඳව ඔවුන්ට කිසිදු විරෝධයක් නැත. ඉන්දියාවට එක්සත් ජනපදය හෝ රුසියාව යන මේ කිසිදු පාර්ශ්වයක් තරහ කර ගැනීමට අවශ්‍ය නොවීම මෙයට හේතුව වන අතර එය සුදුසු ලෙස පැති දෙකකින් එකකට පැනීමට සූදානම්ව වැට උඩ ලැග සිටී. එක්සත් ජාතීන්ගේ අවසරය ඇතිව හෝ නැතිව ආක‍්‍රමණික රට හෝ දුෂ්ට රටවල් කණ්ඩායම සිරියාව තුළ  ඕනෑම වර්ගයක හමුදාමය මැදිහත්වීමක් සිදු කිරීම ගැන එය පැහැදිලිවම විරුද්ධ නොවේ.

 

සිරියාවට පහර දීමේ සියළුම ප‍්‍රයත්නයන් නැවැත්වීමට ඉතා පැහැදිලි බල කිරීමක් නොදැරීම, නිසැකයෙන්ම සිරියාව පොඩි කර දැමීමට අධිරාජ්‍යවාදීන්ගේ කුමන්ත‍්‍රණයට සහය දීමකි. මීට පෙර අවස්ථා කිහිපයකදීම ඔවුන් ආක‍්‍රමණික යුද්ධ වල නිරත වන විට, අධිරාජ්‍යවාදීන්ට සිය දාසභාවය ලබා දීම හෝ වැට උඩ සිටීම, මුළුමනින්ම නීච සහ දුෂ්ට කමක් පමණක් මිස අනපේක්‍ෂිත දෙයක් නොවේ. ඉන්දියානු කොමියුනිස්ට් පක්‍ෂය (මාඕවාදී) හි මධ්‍යම කාරක සභාව සිරියාවට පහර දීමට එක්සත් ජනපද අධිරාජ්‍යවාදීන්ගේ මග පෙන්වීම මගින් සිදු කරනු ලබන කවර හෝ ප‍්‍රයත්නයන් පැහැදිලි අර්ථයෙන් හෙලා දකින අතර එවැනි සියළුම වර්ගයේ සුදානම්වීම් වහාම නවත්වන ලෙස බල කොට සිටී. එය යෝජිත ආක‍්‍රමණික යුද්ධයට සහ අධිරාජ්‍යවාදී මැදිහත්වීමට එරෙහිව සිරියානු ජනතාවගේ සියළුම වර්ගයේ විරුද්ධකම් පෑමේ ක‍්‍රියා සඳහා සහයදැක්වීම සහ සහයෝගීතාවය පුළුල් කරයි.

U.S. preparations for attacking Syria and Obama’s speech

2 September 2013. A World to Win News Service. Following are excerpts from two articles that appeared in Revolution, newspaper of the Revolutionary Communist Party, USA. The first, posted on 27 August 2013, is entitled “Only Worse Suffering and Horrors Can Result from a U.S. Attack on Syria”. The second, signed by  Larry Everest, was called “Obama’s Speech on Syria: Lies to Justify an Immoral War”.

There is a growing danger of a direct U.S. military attack on Syria – which is being framed as a “surgical strike”– using planes and/or Cruise missiles. U.S. Secretary of “Defence” Hagel announced that “the U.S. military is “ready to go” if ordered to attack Syria.

These attacks must be opposed with determined political protest and clear-eyed understanding of how they would make the situation worse. It is essential that people understand what is behind U.S. moves and not be duped into passive complicity with a U.S. attack on Syria that would make the situation much worse for the people of Syria, and the world.

The rulers of the U.S. view atrocities and war crimes – real, or invented – through the warped and twisted lens of “How does this work for us.” Shelling hospitals, like Israel did in the 2008-9 massacre in Gaza is ignored. Staged, fake human rights outrages, like false testimony in the U.S. Congress that Iraqi troops disconnected incubators killing babies in Kuwait are concocted and then invoked to justify all kinds of U.S. crimes. The incubator hoax was invoked to justify the first U.S. invasion of Iraq, “Operation Desert Storm”, that killed 100,000 Iraqis and created great suffering for millions, including babies who died as a result of cutbacks in medical care resulting from U.S. sanctions that followed that war.

So, nobody should take assertions by U.S. officials at face value. Further, the U.S. appears to be moving to attack even in advance of an ongoing UN investigation.

But this is not to say that the Syrian government could not actually have launched a chemical attack. Two years ago, in the context of uprisings throughout the Arab world, a range of forces in Syria took to the streets in protest against the regime of Bashar al-Assad. The regime responded to the protests and uprisings with a mix of political overtures to opposition forces and violent repression.

The situation was seized on by the U.S. imperialists and their allies to move to replace Assad with a regime aligned and compliant with their interests in the region, and in particular in opposition to Iranian influence. The result has been a civil war that has devastated the country, with both sides – the Assad regime, and the motley collection of Jihadist and pro-Western forces on the other – offering nothing but oppression to the people of Syria.

According to human rights agencies, both sides in the conflict – including the forces the U.S. is seeking to cohere and shape into a new regime – have carried out kidnapping, torture, and summary assassinations of their opponents and civilians. Tens of thousands in Syria have died, and hundreds of thousands have been displaced, with many living in desperate conditions in refugee camps or worse.

So it is quite possible the Assad regime did launch a toxic gas attack to press forward with military advances they have been making against the opposition. If indeed it turns out that the Assad regime did this, and if the scale of horror is close to what is being reported – and that is possible – this is indeed a horrific crime.

But even if that is the case, U.S. military attacks on Syria would themselves be compounding a crime with another crime. They would not be intended to end the terrible suffering in Syria, nor would they have that impact.

The U.S. in Syria (and everywhere else) does not proceed from human rights. The rulers of the U.S.  have never been, and are not now, motivated by a desire to act against atrocity, or to “prevent genocide”. At this moment they are giving at best passive approval to the torture and slaughter of opponents of the pro-U.S. regimes in Egypt and Bahrain.

Nor is the U.S. moving into what all understand to be a risk-fraught situation (for them) because “Our presidents like nothing more than to flip a few cruise missiles at other countries, combined with a few bombing sorties for good measure, because it’s a hell of a lot easier than actual statecraft.” Or because “If we pull the trigger on Syria, someone will get paid handsomely.” (See “War on Syria: Twenty Pounds of Stupid in a Ten-Pound Bag” by William Rivers Pitt, Truthout, 27 August 2013.)

As if the never-ending wars, oppression, suffering, and death the U.S. has brought to every corner of the planet – on the basis of which it has “risen” to be the world’s sole superpower – were caused by politicians who were too lazy to engage in “statecraft,”or politicians corrupted by the arms industry. Such “analysis” leave people utterly in the dark as to what is behind the U.S. moves to attack Syria, and unable to see or act in the interests of the people of the world.

The Middle East is a pivotal region for the whole world – economically and geopolitically – and the U.S. has dominated it since WW 2. Everything it has done and continues to do is based on maintaining and deepening that domination. Right now the region is in tremendous upheaval – the old arrangements that “held things together” (for the imperialists and local butchers) have come under increasing strain and in some cases begun to disintegrate, and there is a massive scramble by all kinds of forces. These include rivals like the Russians, who back Assad; “friendly” imperialists like the French, who back the rebels; all kinds of local butchers; etc. And, painfully, there is no coherent progressive force acting within this mix.

This is a bloodletting which at this point is driven by a reactionary scramble for influence. In this, it seems increasingly apparent that the U.S. calculation is that they must project force in this situation lest they lose credibility. At the same time, there are indications that the U.S., or some within the ruling class, is arguing that, as one ruling class analyst, Edward N. Luttwak put it, “In Syria, America loses if either side wins.” Luttwak wrote:

“Indeed, it would be disastrous if President Bashar al-Assad’s regime were to emerge victorious after fully suppressing the rebellion and restoring its control over the entire country. Iranian money, weapons and operatives and Hezbollah troops have become key factors in the fighting, and Mr Assad’s triumph would dramatically affirm the power and prestige of Shiite Iran and Hezbollah, its Lebanon-based proxy – posing a direct threat both to the Sunni Arab states and to Israel.

“But a rebel victory would also be extremely dangerous for the United States and for many of its allies in Europe and the Middle East. That’s because extremist groups, some identified with Al Qaeda, have become the most effective fighting force in Syria. If those rebel groups manage to win, they would almost certainly try to form a government hostile to the United States. Moreover, Israel could not expect tranquillity on its northern border if the jihadis were to triumph in Syria.” (New York Times, 23 August 2013).

In this situation, the U.S. may be pulling a page from the bloody playbook it used in the Iran-Iraq War. In that war, the U.S. aimed for both sides to devastate each other, and the result was a million deaths.

Many people will see this as a situation in which “something must be done.” Even people who have some sense that the U.S. is driven by anything but humanitarian motives will argue that at least U.S. intervention will stop the horror right now.

But reality doesn’t work that way. It matters – in fact it is decisive – to understand the nature of a U.S. attack on Syria, and what would be driving it. It would be an attack driven by the needs of a global capitalist-imperialist superpower intent on maintaining its domination of the planet. How is any move on that basis going to contribute anything positive to a humanitarian nightmare in Syria?

A U.S. attack on Syria will push things in a worse direction. It will bring death and suffering in its own right. And it will further polarize the terms of things whereby the reactionary Assad regime can pose as standing up to imperialism, where Iran and the forces it influences may well respond, and where a whole range of reactionary forces, including Israel, might step up their involvement in the war in Syria, or launch other attacks elsewhere in the region. Any U.S. attack on Syria is bound to intensify the whole terrible spiral in the country and the region.

And the situation will be all the worse to the extent people buy into the logic of “Who cares what’s behind it, any intervention can’t be a bad thing right now.” Here a painful but critical lesson can be drawn from recent events in Egypt: many people supported the army’s move against the Muslim Brotherhood due to the Brotherhood’s repression, without analysing WHY the army was moving. Then, when the consequences of that support became clear, including the political freedom that this gave the army to carry out slaughters and try to nail down an even tighter version of Mubarak-ism, oppositional forces and the people in general found themselves either unable to act effectively or were so far gone ideologically that they were now in the army’s pocket ideologically as well as politically.

The only way for something positive to emerge in Syria is for people to oppose both sides in this conflict – actively. And for people in the U.S., which has brought such great misery to the planet, the challenge is to oppose “our own” empire.

The U.S. has brought nothing but exploitation, environmental ruin, impoverishment, and oppression to the whole Middle East. Any military assault by the US on Syria, no matter the pretext, must be opposed with determined political protest in the US. And to the extent that happens, it can contribute to creating a pathway breaking out of the whole terrible set of “choices” confronting the people of Syria and beyond and to bringing forward a whole other way – a real revolutionary alternative.

Obama’s speech

Obama claimed he had already decided to attack Syria, and that he had the authority to do so, “But having made my decision as commander-in-chief based on what I am convinced is our national security interests, I’m also mindful that I’m the president of the world’s oldest constitutional democracy. I’ve long believed that our power is rooted not just in our military might, but in our example as a government of the people, by the people, and for the people. And that’s why I’ve made a second decision: I will seek authorization for the use of force from the American people’s representatives in Congress.”

But Obama’s very double-talk, his own words, expose the lie of “by the people, for the people.” He says straight out it would be better for his plans if he went through the charade of democracy to enlist the people: “Yet, while I believe I have the authority to carry out this military action without specific congressional authorization, I know that the country will be stronger if we take this course, and our actions will be even more effective.” In other words, this delay is about strengthening the U.S. military’s hand against Syria and other global rivals.

What is going on here is an exercise in democracy – but it is an exercise in capitalist-imperialist democracy, which is in essence the dictatorship of the imperialist ruling class. The Obama team felt it had the freedom, but also the necessity, given the widespread public cynicism about yet another case of “slam dunk” evidence, yet another U.S. military adventure, and unresolved concerns in the ruling class over where an attack on Syria would lead, to give this speech and launch this process he calls for, along with a need to make a case to an international audience and push allies into line and deal with a complex international alignment of forces.

But this is not the government soliciting the people’s views and listening to them. It’s the imperialist rulers setting the terms and framework of discussion, insisting people confine their thinking to that – in order to build public support and acquiescence in the crimes they have already decided to carry out.

None of that is any good. This is NOT about allowing public input into the strategic moves of U.S. imperialism – it is about ENLISTING the public in terms set by the ruling class. It is about SELLING not just this attack, but a whole upside-down, warped framework.

The LAST thing people should do right now is breathe a sigh of relief. Instead, this is a moment to SEIZE to organize protests and teach-ins, and to bring forward a visible force within the U.S. that rejects the whole framework and agenda in Obama’s speech.
