Declare that the path of People’s War shown by Naxalbari is the only path for the liberation
of the Oppressed masses!

Comrades, Revolutionary Masses!

Laying down one’s life for the people is weightier than the Himalayas. Dying for the exploitive classes is lighter than a feather. Life is most valuable for human beings. Communist Revolutionaries totally dedicate themselves for the social revolution and for the interests of the people. They work with a strong aim dedicating everything and their life too. Every great change demands sacrifice. That the history of class struggle is the history of sacrifices is as much a fact as that the history of the society is the history of class struggle since the formation of classes.

In our country, since the great Naxalbari Armed Peasant struggle, in the process of New Democratic Revolution for the past 50 years, nearly 15 thousand persons starting from the higher level leadership to the activists and revolutionary people down laid their valuable lives. They sacrificed their lives to achieve their aim in the path of Protracted People’s War that the founders of our Party, great leaders and teachers, martyrs Comrade Charu Mazumdar, Comrade Kanhai Chatterjee had formulated. Since July 2016 until May 2017, 205 comrades and revolutionary masses have laid down their valuable lives in the country-wide fascist, multi-pronged offensive, the war on people – ‘Operation Green Hunt’ that the Indian ruling classes are intensifying with the total support and in the direction of the imperialists, especially the American imperialists. Out of the martyred comrades, two are CC comrades, 131 are from Dandakaranya, 27 from Bihar-Jharkhand, 35 from Andhra-Odisha border, 6 from Odisha, 1 from Telangana, 2 from West Bengal and 1 from Western Ghats. Fifty-four of them are women cadres and village women.

July 28th is the day of the martyrdom of Comrade CharuMazumdar and is the day in which thousands of people’s heroes are remembered. The Central Committee of the Party gives the call to grandly celebrate the martyr’s week from July 28th to August 3rd in memory of the martyrs in the past one year and the martyrs in the past five decades, on the eve of the Fiftieth Anniversary of Naxalbari.

In the past one year, the martyrdom of the leaders of Indian Revolution, member of the CC and the Polit Bureau Member Comrade Narayan Sanyal (Vijayda) (80), member of the CC Comrade KuppuDevraj (Ramesh, Yogesh) (62) is an irreparable loss for the revolutionary movement. Comrades Devraj and Ajitha were seriously ill and were going to Kozhikode when they were detained, severely tortured and shot dead in the Neelambur forest area in Kerala on 24th November as a part of ‘Operation Brahmagiri’.

Comrade Narayan Sanyal breathed his last on the 16th of April in Kolkata due to cancer. Members of State Committee – Senior Comrade Raghunath Mahato and Comrade Asish Yadav of Bihar-Jharkhand, Comrade Himadri Roy (Somenda, Bighanda) of West Bengal, Comrades Prasad andDaya of Andhra Odisha Border, Comrade Ajitha (Kaveri) of Western Ghats are among the martyrs. The martyrs include – Regional Committee member Comrade Sangram Murmu (BJ), District Committee members Comrades Prabhakar, Kiran of AOB, Comrades Prince (Company-1, ERC), Suday (Central Zone), Yatin (Koel-Sankh), Sailesh, Ajit Yadav of Bihar-Jharkhand, Comrades Jagath (West Bastar), Pali (Darbha), Kailash (EBT) of Dandakaranya, Sub-Zonal committee member Comrade Nagendra Yadav (BJ), 33 Area Committee members/Platoon Party Committee Members (PLGA Squad/Section, Platoon Commanders and Deputy Commanders) 4 GPC and RPC members, 8 People’s Militia Commanders, 7 leaders and activists of Mass Organisations, scores of PLGA, People’s Militia fighters, Party activists, sympathisers and revolutionary people. Two comrades were martyred in the jail due to ill-health and the negligence of the jail authorities.

Many of the martyrs laid down their lives in fake encounters, covert operations and ambushes of the enemy like in Budhanadi (Koel-Sankh, BJ) and ThelamTumnar (West Bastar, DK). Three comrades were martyred in the attack of the counter revolutionary murderous gang TPC in Palamu of BJ. In the encounters in Ramguda of AOB and Budhanadi of BJ our leadership comrades and our guerilla forces fought heroically, laid down their lives and saved the Party leadership and cadres. In the Sondaha ambush of BJ Comrades Prince and Suday; in Burkapal ambush in DK Comrades Anil (Commander of Pl- 24, Darbha), Ravi (Commander of Charla LOS, Khammam, Telangana) were martyred fighting with great courage against the Para-military forces. Few other comrades were martyred due to old age, ill-health and snake bite.

Among the women cadres –Senior party activists Comrades Mamatha and Latha (Bharathi), MembersBudri, Manjula (Ungi) of AOB, Comrades HemlaAngu (South Bastar), Ramsila (RKB), Sukki, Jogi of Darbha, JagbathiYadav (Sony), Rajbathi of EBT, Anupriya of Koel-Sankh of BJ and other comrades were martyred intheir heroic fight in various encounters. Woman Comrades HemlaAnju, PodiyamSukki, DoodhiGuddi, Ratna, Adame and village women JyothiGavade and HemlaSukmathi were caught by the police, mass raped and murdered. These cannibals inhumanly cut the private parts of some of the women comrades after murdering them.

All the martyrs laiddown their lives in the process of fighting back the unprecedented offensive of the government armed forces in Mission 2016 andMission 2017 in the third phase of Operation Green Hunt. They are the heroes of the people and martyrs who sacrificed their lives for the interests of the oppressed masses. The martyred central leaders stood firm until their last breath for a long time overcoming many ebbs and flows, ups and downs and twists and turns, firmly committed to the Party line. The martyrs shed selfishness and identified themselves with the interests of the people and the Party. They demonstrated high Communist values, ideals, courage and dedication. The Central Committee pays humble homage to all these martyrs who laid down their lives in the People’s War. Let us pledge to fight until the last to make the Indian New Democratic Revolution a success as a part of the World Socialist Revolution. Let us take the movement another step forward with initiative, courage and daring, sacrifice and Bolshevik spirit. On this occasion of the martyr’s week let us remember each and every one of them and learn from their practice. Let us place their ideals before the Party ranks and the people and inspire them to play their role in the revolution.

Since the NDA government in the leadership of BJP came to power fascist offensive of the central and the state governments has intensified much more on the revolutionary movement of the country led by our Party, CPI(Maoist). The movement is sustaining by fighting back this fierce reactionary military offensive in an armed manner and facing the exploitive ruling classes in the social, economic, political, organisational and propaganda fields with appropriate new tactics from time to time. The central and the state governments planned to defeat and eliminate the revolutionary movement in Dandakaranya, Bihar-Jharkhand, AOB, Odisha, Western Ghats and other places through Mission 2016. In the process of fighting back these counter-revolutionary schemesof the governments we took up political, military and organizational efforts in the last year and defeated Mission 2016. All these efforts include the sacrifices of the martyrs and the revolutionary people in each and every step. They brought successes to our Party and the people in the People’s War with their blood. In this condition the central and the state governments consolidated their gains in the counter-revolutionary offensive in the last year and formulated another vile scheme under the guidance of the imperialists to eliminate the Indian revolution in the coming two to two and a half years by the end of 2018 or by the time of the Parliamentary elections in 2019.

The theoretical and political understanding of the Party ranks has enhanced in the past three years due to the bolshevization campaign taken up to strengthen our Party. Their confidence to fight back the enemy offensive has increased and they are more active in the People’s War. So they are mobilizing the people on problems of their daily lives, on social, political fundamental issues, against the state violence in a larger way, with the aim to overcome the difficult condition the Party is presently facing. Class struggle is intensifying. There is improvement in the armed retaliation of our PLGA forces against the enemy forces. Mass base is strengthening. People’s resistance is gradually increasing against the attacks of the enemy. People are resisting when the police illegally arrest the activists of the Party and the Organization, when the police forces kill our Party activists and people in a barbaric manner. They also retaliate when there are mass rapes on women and when they are killed after raping them. When the police indiscriminately fire on the Party activists, PLGA units and the people, behave inhumanely with the dead bodies and take them to the police stations, the people are encircling the police stations. They are fighting with the officers, getting back the martyr’s bodies and conducting their last rites.

We must deeply and comprehensively understand the dialectical relation between the intensifying fascist offensive of the enemy and the economic crisis developing in the country and the world. We must clearly realize the interrelation between the increasing aggressiveness of the enemy forces and the imperialist interests of the diehard Brahmanical Hindu fascist forces that came to power in the country. In order to come out of the economic crisis of 2008, the imperialists took up certain policies but they failed. As a result they intensified their offensive across the country. As a part of it the Comprador ruling classes in the leadership of Modi government are implementing the neo-liberal economic policies in a more aggressive manner in the direction of the imperialists. All the Brahmanical Hindu fascist policies of the Modi Mohan Bhagawat-Amit Shah clique for the past three years are aimed at aggressively implementing the interests of the imperialists and the feudal classes. They are against the oppressed classes, oppressed nationalities and oppressed social communities of our country. They are making the lives of the broad masses in the country miserable.

All the big talk of Modi government about the development of the country in the name of ‘Make in India’, ‘Start up India’ is mere propaganda. The industrial sector of the country is weak even three years after it came to power. Unemployment, hike in the prices of essential commodities, increase in agrarian crisis are exposing the shallowness of this ‘development’. The various schemes it brought forth in the name of elimination of poverty have failed. Modi government recently gave an explanation to the Supreme Court according to which 12 thousand farmers are committing suicide every year due to untimely rains, drought, indebtedness and lack of remunerative prices for their crops. This crisis has intensified and the farmers of Punjab, Maharashtra, Madhya Pradesh and Gujarat are taking up militant struggles demanding waiver of loans, proper remunerative prices and subsidies.

In the three years of Modi rule, there are increasing attacks of the Brahmanical Hindu fascist forces on the Dalits and Muslims of the country. Presently Modi government has the agenda of banning cow slaughter all over the country. Starting from Dadari in Uttar Pradesh, Saharanpur, Una in Gujarat, Alwarin Rajasthan there were such attacks. In these attacks the Dalits, Muslims, Adivasi and theother oppressed castes mobilized in Una and formulated an action plan to face Hindu Communalism.

Tribal and non-tribal people are waging militant struggles on the problem of displacement. The tribal people of Chota Nagpur in Jharkhand took up large scale struggles against the amendmentsto Chotanagpur Tenancy Act and Santhal Pargana Tenancy Act. In Telangana a militant struggle broke out against the government policies to seize tribal lands in the name of ‘harithahaaram’ (green belt). The anti-displacement struggles of the tribal people took militant form in Chhattisgarh, Maharashtra, Jharkhand, Andhra Pradesh and Odisha in the past one year.

After Rohith Vemula’s suicide in Hyderabad, the foisting of ‘sedition’ charges on the student leaders of Jawaharlal Nehru University in Delhi in 2015, progressive students, Dalit, Adivasi and religious minority students across the country broke into united spate of struggles against the Hindu fascist offensive. Similarly, this year there was a large scale united movement of the students and professors of Universities and Colleges of 14 states against the attacks of the Hindu Sanghparivar on the progressive students of Ramjas College in Delhi.

Atrocities on women are constantly on the rise. As per the statistics there is violence on women once in every three minutes. Eight thousand women are dying every year owing to dowry killings. There are 50 thousand incidents of atrocities and 40 thousand women are being kidnapped. There are increasing acid attacks, child marriages, forced prostitution, feticide and killing of girl child due to growing feudal, imperialist culture. Women and democrats are taking up these issues all over the country.

Since Modi government came to power in the centre it is absolutely selling off the country to imperialist capital. On the other hand it is instigating national-chauvinist frenzy and fake patriotism. It is employing the provisions of the ‘sedition’ act against the organisations and intellectuals who opposed these reactionary policies. Democratic, genuine patriotic forces are taking up struggle against the indiscriminate attacks of the Hindutva gangs on the people’s civil and democratic rights.

Opposing the anti-labor policies of the Modi government more than 15 crores of workers in the leadership of left Trade Unions carried out a general strike last September. This year 10 lakh government sector bank employees organised a successful country-wide general strike on the 28thFebruary against the amendments in labor laws, outsourcing and other anti-people policies. In a bid to weaken the leadership of the ongoing militant worker’s movements the worker’s leadership of the Maruti Suzuki Company was put in jail and given life imprisonment. The Working class must fight it back in a united manner.

The government amended the indirect tax system and introduced GST to mold the whole country as a uniform market in the interests of the imperialists and the Big Comprador Bureaucratic Capitalists. With the false propaganda of wiping out corruption big notes were dissolved and the monetary wealth of the people was accumulated in the banks. On the one hand, this has filled the coffers of the giant corporate the funds for the RSS and its affiliated organizations have been increased on the other. This not only put the poor, the middle classes, the peasantry, small traders and small capitalists to great inconveniences but in fact made them bankrupt.

Since Burhan Wani of Hizb-ul Mujahideen was shot dead last July there is an upsurge in the Kashmir national liberation struggle. This is continuing even after the murder of his associate Sabjar Ahmad Bhat this year in May. The people of Kashmir are scaring the state and the central governments with their war with ‘stones’ on the Indian Army and the Para-military forces. All through this year students became a militant part of this struggle. In the North East the National Liberation struggle organizations have consolidated again, formed a United Front and are fighting against the Indian expansionists in a united manner.

A situation has emerged where Workers, Peasants, the Middle classes, the National Bourgeoisie, Oppressed Nationalities, Religious Minorities, Dalits, Adivasis, Women, Students, Youth and others are fighting against Brahmanical Hindu fascism. There is a clear polarisation of forces in the country. Brahmanical Hindu fascism became pro-imperialist and a common enemy of the oppressed classes, nationalities and oppressed social communities with its anti-country and outdated reactionary policies. This and the brewing people’s resistance in various forms to change this situation is a new development in the country’s politics in the past three years.

Our People’s Guerillas wiped out 37 CRPF personnel and injured another 10 in two ambushes in March and April in Sukma district of Chhattisgarh after which a top level meeting was held with Chief Ministers, Police top officials and district Collectors of ten states presided over by the Central Home Minister on 8th of May. Ruling out the question of deploying the Indian Army in the areas of our movement, plans for elimination of the movement were formulated under the guidance of military officers. As a part of it they have decided to –shift the CRPF (LWE) Central Zone Command Centre to Raipur from Kolkata; to establish Unified Commands up to district level; to strengthen Commands at the Tactical-Operational level; to form a committee for better coordination between the state and the central forces; to shift the Naxal Special DG office in Raipur to Jagadalpur (Bastar); to expand the intelligence system and strengthen especially human and electronic intelligence; to make this network effectively useful for potential use with real time intelligence through electronic system (UAV, Satellites, GPS, Thermal Imaging, Infrared technology, CC TV cameras, radars and other such things); to utilise Air Force in Operations (Commando force is deployed in helicopters for attack and strafing and to carry out drone attacks); to impart new kind of training for the forces; establish counter-insurgency schools in Sukma and Bijapur districts; to improve coordination between the central and the state forces; to complete roads in the areas of the movement as soon as possible in the protection of Para-military forces and with the help of modern technology; construction of more communication towers and other such decisions. They have announced that the National Security Adviser Ajit Dobhal and Internal Security Adviser K.Vijay Kumar would guide the campaign for the elimination of Maoists. The important decision in this meeting was to make surgical strikes. All these reveal the aim to wipe out the revolutionary leadership and the revolutionary subjective forces in Mission 2017. As a part of it they have already announced that they would target civil rights activists, social activists and democrats in the name of ‘white clad’ Naxalites.

Mission 2017 started very aggressively with murderous attacks. In the first five months the police killed 60 village level leaders, local activists and revolutionaries in the areas of our movement in the country. Mass rapes on women, murder, arson, arrest and torture are being increasingly centralized and made more cruel since the days of Salwa Judum and Sendra. Life imprisonment is given to the revolutionary masses and the intellectuals who support them, to democrats and traders. Revolutionaries are given death sentence.

History has repeatedly proved that no matter how much the exploitive ruling classes indulge in cruel repression on the people’s struggle, it is bound to fail. So we must take up the immediate task of defeating Mission-2017, protect the Party leadership from the top to the bottom, advance the movement and continue the People’s War-Guerilla War depending on the mass base. In order to achieve success in this, we have to protect our forces to the extent possible. We have to utilize the weaknesses of the enemy and as soon as we get an opportunity we have to concentrate the PLGA forces. We have to attack the separate units of the enemy forces or divide their forces and attack. We must seize their weapons. For this let us implement the rules and principles of Guerilla War – Secrecy, Speed, Strong Will, Self-defense through change of place, offensive tactics with initiative and intensify and widen the Guerilla War. Let us advance the People’s War one more step forward to achieve the immediate aims of enhancing self-defense, mass base, developing and consolidating our subjective forces, expanding the movement and other such aims with a sacrificing nature.

We have achieved successes in the Guerilla war, in people’s resistance, in the mass movements only through the sacrifices of the martyrs. The ideals they have established are to identify with the people by fighting against the enemy in the interests of people until the last breath and stand as a basis for the People’s War. The oppressed masses of India see their future in the path of the sacrifices of the martyrs. Let us pledge to make efforts with a strong will by holding aloft their ideals, aspirations and traditions of sacrifice and to achieve our theoretical, political, organizational, military and cultural tasks with a single mind and united practice.

Let us enthusiastically celebrate the martyr’s memorial week in the areas of our movement throughout the country with the immediate task of defeating Mission-2017 implemented with the aim of eliminating the revolutionary movement and protecting the Party leadership from the top to the bottom. Let us mobilise the people in a big scale during this memorial week. Let us propagate the great sacrifices of our dear martyrs among the Party cadres, PLGA forces and the villagers. Let us hail the ideals of the martyrs through posters, banners, pamphlets, wall writing, road writing and by publishing the histories of the martyrs through booklets and exhibiting their photos in a big way. Let us conduct meetings and rallies in the Village, Area, District/Division/Zonal, SAC/SZC/SC levels, mobilise the masses in a big scale andinstill self-confidence in them. Let us commemorate the sacrifice of the martyrs, their courage and daring, their strong will and other such ideals. Let us inspire and enthuse the people so that they follow their path for buildinga New Democratic society. Let us give a callto go forward on the path of the martyrs. This is the actual homage we can pay to our dear martyrs.

With Revolutionary greetings,
Central Committee,

Celebrate the Fiftieth Anniversary of Naxalbari Armed AGRARIAN Revolutionary

Celebrate the Fiftieth Anniversary of Naxalbari Armed AGRARIAN Revolutionary
UPSURGE in all the rural areas with revolutionary enthusiasm and inspiration!
THE PATH OF Naxalbari is the only path for the
liberation of the oppressed masses of india!
Let us raze imperialism and feudalism to ashes in the fire of the
People’s War created by Naxalbari!
Let us make success the new democratic revolution!

Dear Comrades, Friends!

Like a spark becoming a flame the Armed Agrarian Revolutionary struggle of Naxalbari area of Siliguri Sub-Division in Darjeeling district in Bengal directed the path of Indian Revolution. Since then Naxalbari came to be known not as a mere village but as a symbol of a political path. The Naxalbari Armed Rebellion will complete fifty years on 23rd May, 2017.

With the inspiration from the Great Debate against the modern revisionism of Khrushchev and the Great Proletarian Cultural Revolution in the leadership of the Communist Party of China led by Comrade Mao, a large number of Maoist revolutionaries including first rank leaders like Comrade Charu Mazumdar and Comrade Kanhai Chatterjee jumped into the arena.

Since 1967 March the poor peasantry started rebelling against the landlords and the money lenders and seized their lands. As per the then leader of CPM and the Home Minister in the State government Jyoti Basu’s directions, the government armed police forces made an attack on the peasantry on the 23rd of May in village Naxalbari. In the armed conflict one policeman died. On the 25th the police made indiscriminate firing on the people in the village Prasadjote in which eleven persons including eight women and two children laid down their lives. The Peking Radio described the Naxalbari rebellion as ‘Spring Thunder’. Within no time the spark of Naxalbari spread across the country to Srikakulam (Andhra Pradesh), Mushahari (Bihar), Lakhimpur-Kheri, Terai (Uttar Pradesh), Debra-Gopi Ballavpur, Birbhum, Sonarpur, Kanksa (Bengal), Punjab, Kerala, Tamilnadu, Odisha, Kashmir, Asom and Tripura. The Guerilla War of the armed peasantry against the Police, Para-Military forces and the Indian Army who came with the support of the landlords, terrorised the landlords and the imperialists. This revolutionary wave not only made an impact on the rural areas but also on the urban areas. There was large scale urban guerilla war in the capital city of Bengal, Kolkata in the leadership of the students and the youth.

The great Naxalbari rebellion is the result of creative application of – Marxism-Leninism-Mao Thought, the path of Protracted People’s War of building People’s Army with the objective of making the New Democratic Revolution a success, seizing power area-wise through armed struggle, first liberating the rural areas and then finally encircling the towns and achieving country-wide success – to the specific conditions of India. This is a blow to the deep-rooted revisionism in Indian Revolution. This is an inseparable part of the World Socialist Revolution. It made a break with revisionism and with the guidance of Marxism-Leninism-Mao Thought stood as a great beginning for the formation of a Maoist Revolutionary Party, for a genuine political path, strategy, method of struggle and method of leadership. In a way this is a great turn and a qualitative leap in the history of Indian Revolution.

CPI (ML) was formed in the leadership of Comrade Charu Mazumdar who led the great Naxalbari struggle. MCC emerged in the leadership of Comrade Kanhai Chatterjee following the same theory, path and strategy. They led the then revolutionary wave. Anyhow though the strategy of this revolution was correct, due to the shortcomings in tactics, the disruptive activities of the rightist forces and the reactionary repression of the ruling classes across the country, the movement faced severe losses and setback by mid 1972. Opportunists and disruptors split and weakened the party.

Genuine revolutionaries took valuable lessons from Naxalbari and made efforts with strong will and sacrifice to develop the three magic weapons – Party, People’s Army and the United Front. Revolutionary movement once again rose like a wave. The revolutionary forces reorganized. These revolutionary forces are upholding the Naxalbari line in nearly 20 states of our country now. Those who upheld this line were Naxalites until yesterday and now they rose and became Maoists. They highlighted the alternative of revolutionary politics effectively and stood as the most dangerous elements for the exploitive ruling classes. This is the reason why we have to hold high the Naxalbari revolutionary line that paved the way for such development and expansion in the past 50 years and say it is invincible.

  1. Naxalbari gave a blow to revisionism that was rooted in India.
  2. It united those working relentlessly for building revolutionary movement in the country.
  3. It took up Marxism-Leninism-Maoism as the guiding theory for its practice.
  4. It correctly defined the character of Indian society and the principal contradiction among the fundamental contradictions of the Indian society.
  5. It clearly showed the destination of Indian Democratic Revolution, the revolutionary path, revolutionary strategy, revolutionary path, revolutionary targets and the forces of revolution.

The issues Naxalbari brought forth have tremendous historical importance. The present struggle has stood firm on them. The exploitative ruling classes have conducted many military offensives and campaigns starting from ‘Steeplechase’ to ‘Operation Green Hunt’ without break for the past 50 years to eliminate the struggle. Nearly twenty thousand persons have laid their lives for the sake of revolution. They said Naxalbari does not die. They said it is invincible. Naxalbari proved the historical fact that a small spark would lead to a prairie fire. The line of Protracted People’s War made true the fact that revolutionary movement advances from isolated places to vast areas.

Revolutionary People’s Committees (RPCs) were formed in many strategic areas in India and are maintaining alternative power among the people. The people of the areas of revolutionary movement are fighting militantly against the imperialist New Economic Policies of the Indian ruling classes. In places where the RPCs are firm people are fighting for ‘Jal-Jungle-ZameenIjjat-Adhikar’ in a dedicated manner. They chased away the Comprador Capitalists from Singur, Nandigram, Lalgarh, Lohandiguda, Dhurli-Bhansi and Paradeep areas. Dandakaranya and Bihar-Jharkhand have stood as the centres of the masses struggling against the policies of the ruling classes, especially the Brahmanical Hindu fascists, who have further opened up the country for the exploitation of the imperialists. These areas have developed as struggle centres in a higher plane, highlighting the Naxalbari line, are continuing the legacy of the heroic Naxalbari revolution. This is the reason the exploitive ruling classes and their owners announced All Out war centering these areas.

Dear Comrades and Friends!

Strategies were formed to eliminate the revolutionary movement in the country in a manner unprecedented in the past five decades in the recent Delhi meeting. They adopted policies to intensify the war on people with the firm decision to eliminate the legacy of Naxalbari and the present Maoists. There would not be any limit to drones and choppers in the sky, police and Para-military forces in the forests, attacks, murders, atrocities, gutting of houses, destruction of crops and loot of the villages by armed forces. Attacks would intensify targeting democrats, students, intellectuals, patriots, nationalists, employees and pro-people forces in the towns. The present conditions make it clear that class polarisation would emerge in clear terms in the country and the class war would take a much more fierce form. This is the time to firmly face such difficult conditions and advance the revolutionary line of Naxalbari. Let all of us revolutionary forces who have faced many hurdles in upholding the line of Naxalbari take the present conditions as a challenge and declare unswervingly that the Naxalbari line will win. Come Comrades! Friends! Writers, poets and artists, students and intellectuals, journalists, employees, women, advocates, doctors and all pro-people forces! Let us hold high the Naxalbari flag! Let us get ready to hold high the flag of Armed Revolution. Let us bury the exploitation of imperialists. Let us make the New Democratic Revolution of the country a success. Celebrate the 50th anniversary of Naxalbari in all the towns and villages with enthusiasm and the firmness of struggle. Make each and everyone who loves Naxalbari a part of this. Celebrate the anniversary in a revolutionary atmosphere from May 23rd to 29th.

* Naxalbari is the only path! * Long live Marxism-Leninism-Maoism! * Down with all kinds of revisionism! * Down with Imperialism, Feudalism and Comprador Bureaucratic Capitalism! * Destroy the power of the exploitative ruling classes and establish Revolutionary people’s state power of self-reliance! * The masses have nothing without Revolutionary Party, People’s Army and People’s State Power * Long live Armed Agrarian Revolutionary War! * Long live Indian New Democratic Revolution!

India: 2 security personnel killed, 4 injured in encounter with Maoist in Sukma

Two security personnel were killed and four others were injured in encounters at various places between Maoists and security forces in Chhattisgarh’s South Sukma on Saturday.
IG Bastar, Vivekanand confirmed that the two jawans of district reserve guards (DRG) were killed in an encounter near Bheji area of South Sukma.
The injured were rushed to Raipur. The condition of three jawans is said to be serious, police sources said.
The encounter continues to rage.
“A massive encounter is going on since Friday in that area of South Sukma. A joint force of security forces is in the jungles of South Sukma and they are fighting with the battalion of Maoists,” special director general of naxal operations, D M Awasthi told Hindustan Times.
Awasthi also said that around 20 Maoists are also killed in the encounter. But security forces could find only one body of a Maoist so far.
The joint team, comprising personnel from STF, District Reserve Guard (DRG) and CoBRA (Commando Battalion for Resolute Action), was carrying out anti-Naxal operation in Chintagufa area, around 500 km from the Chhattisgarh capital Raipur.
Chintagufa is said to be the “capital of Maoists” in Bastar.
“The team is still cordoning off a forest patch in southern part of Sukma and positive results will come in next few hours,” said a senior police officer.
Police said that the Anti Naxal Task Force (ANTF) of the Indian Air Force had been also involved in large scale troop transportation for this operation which was named Operation Prahar by the Chhattisgarh police.
In the last couple of months Maoists had launched two major attacks on security forces in the same area.
On April 24, 25 CRPF troopers were killed in a Naxal ambush in Burkapal area under Chintagufa police station while 14 were killed on Bhejji on March 12.

Student protests and GMOA strikes

Student protests and GMOA strikes

[excerpt from:

By Umesh Moramudali

Last week, thousands of university students stormed the Health Ministry demanding the government to abolish the South Asian Institute of Technology and Medicine (SAITM). This resulted in a clash as the Police and the Special Task Force (STF) was deployed to disperse students. The decision of the Government Medical Officers’ Association (GMOA) to go on strike was a sudden move which was announced after 90 student- protesters were hospitalized following the clash.

In the recent past, there have been many strikes launched by the GMOA, most of them were based on the demand to nationalize the SAITM. Although the response of the government was very slow, certain decisions were taken by the Higher Education Ministry in relation to SAITM such as decisions to nationalize the Neville Fernando Teaching Hospital (NFTH), requesting SAITM to stop recruiting students and so on. However, neither the GMOA nor the Inter University Students’ Federation (IUSF) which are the force behind the anti-SAITM protests, were satisfied by any of the actions taken by the government. The students continued to protest and doctors resorted to strikes without compromise.

In the aftermath of the incident, the Convener of the IUSF, Lahiru Weerasekara was arrested and remanded until 5 July along with two other student activists. Ceylon Today spoke to Ryan Jayalath, Convener of the Medical Faculty Student Active Committee.
Jayalath stressed that there exists a military rule at present and the government is trying to suppress students and protect SAITM, which is a fraudulent institution. He added, so far three student-activists have been arrested and as per the information received there are plans to arrest more student leaders and weaken the struggle against SAITM.

Meanwhile, commenting on Wednesday’s incident where thousands of university students broke into the Health Ministry and clashed with the Police, Health Minister Rajitha Senaratne said, the Frontline Socialist Party (FSP) was behind the incident.

“They wanted to get one of the students killed. There is no reason to invade the Health Ministry, damage property and clash with Police if they just wanted to protest,” he said.

However, Jayalath who is a major organizer of anti-SAITM protests claim that these protests are not politically motivated and not backed by any party.

“This is a struggle of the people. Not a struggle of only university students. As Senaratne said we do not want a dead body. Yet, it implies that the government is willing to kill one of the protesters. How fair and democratic is that?” he questioned from the government.

Accordingly, the IUSF lodged a complaint with the Human Rights Commission of Sri Lanka (HRCSL) against the brutal attack carried out by the STF. Jayalath claims that they went to the Health Ministry on public day and the Minister was not there to meet him.

Accordingly, nearly 90 students were injured and are being treated at the National Hospital, Colombo.

The Health Ministry claimed that the protestors had damaged property worth around Rs 1 million. Minister Senaratne claimed that this was an act of violence and not the way to express opinions.

Doctor strike

The GMOA in response to the attack against the university students and the failure of the government to provide solutions to the crisis regarding SAITM launched a strike on Thursday. GMOA General Secretary, Dr. Naveen de Soysa, told the media that in addition to the strike in Government hospitals, members of the GMOA also kept away from private practice as well.

According to Dr. Soysa, the GMOA demands include the Attorney General informing the Court about the lack of standards for teaching at SAITM, gazetting the minimum standards required for medical education and the nationalization of SAITM. However, after the discussions with the President the strike was called.

The GMOA said that despite the countrywide strike, emergency services in all hospitals continued. The strike also spared children, maternity and, cancer hospitals and kidney patients.

Doctors were also at hand to treat patients with fever, to identify those who are diagnosed with dengue and to provide treatment accordingly.

“We will ensure that not a single patient’s life will be lost due to our strike action,” stressed Dr. Soysa.

Dr. Soysa added, they are willing to have discussions with the President and the Prime Minister, but not with Health Minister Rajitha Senaratne, who they claim was justifying the fraudulent acts of SAITM and attempting to give it legal recognition.

However, Ryan Jayalath assured the continuation of struggle against SAITM and claimed the movement will become more powerful.

The Communist Party of India (Maoist), Western Ghats Special Zonal Committe has published a magazine named ”Communist”. In its first issue of May 2017, it includes ‘Editorial’, Naxalbari : a historical turning point’, Crisis of Imperialism, fascism and our tasks’, ‘The valiant People’s liberation guerrilla  army (PLGA) and its historical significance in  Indian revolution, ‘Political situation and our tasks’, Call to the people’. These are the articles of great significance. We will translate these articles to publish in our Nepalese website  Here we publish the chapter ‘Editorial’.
Dear Readers,
The Editorial Board of the ”Communist” extends its revolutionary greetings to all. Since our PLGA forces entered the Tri-junction in Feb 2013 the WGSZC was planning to bring out a political-ideological magazine. But due to various reasons we were not able to do it till now. We all know that the political ideological level of the party needs to be enhanced.
We must pay serious attention on this important task. We hope that this magazine would contribute a bit to fulfill that task. Our teachers taught us that a magazine is very essential to educate, organise and unify the whole party ideologically and politically. It is also very essential to Bolshevise the party. Low level political and ideological level of the party is a breeding ground for the growth of various non-proletarian trends and right and left deviation in the party. Our party in this region is often facing this problem.

We must pay serious attention to put an end to this problem. To do that we must understand why such a things are happening. One important reason is that we do not have a firm grip on our party line. The low political and ideological level of the party contributes to this. This provides a chance for the opportunists to confuse the cadres an deviate from the political ideological line of the party. We could see this in KN and TN. In KN, the whole party was caught in this vicious circle for about five years and lost good opportunity to build a powerful revolutionary movement. One aspect of the problem was the machinations adopted by the opportunists to sabotage the movement. But the other important problem is that we were not firm in understanding the political line of the party and implement it to the concrete conditions in Malnad.
In TN, although we were succeeded in defeating the opportunist’s effort to drag the party into right deviationist line and settled the issue quickly we failed to put that line into practice and build a powerfull movement. To do that we must enhance our understanding of our line by tempering ourselves in the furnace of class struggle and solve the political and other problems faced in the course of the struggle. This is the real essence of having firm grip over the political-ideological line of the party. Another important task is Bolshevisation of the party. What does it really means? It is nothing but to remould our outlook and make ourselves capable of leading the masses to build New Democratic India and then advance towards socialism. This requires a strong ideological remoulding. We must get rid of the alien trends affecting our thinking and practice. Educating ourselves in basic MLM ideological aspects is an important aspect of Bolshevisation.
The experiences of international communist movement, particularly the Russian and Chinese devolutions and ongoing peoples wars in various countries must be studied and applied to our concrete conditions. We started to build an armed struggle front in the Western Ghats from the beginning of the Millennium, to be exact, from 2002 onwards. Squads were deployed in Malnad and the open movement was also functioned side by side.
As the class struggle intensified, the enemy unleashed cruel repression on the movement killing seventeen comrades in the last ten years. This is a huge loss for the party when compared with its strength and the revolutionary movement we could able to build. In TN our attempts in Dharmapuri to enter into forest area was failed with the encounter in Uthangarai in 2002 with the killing of comrade Shiva and arrest of more than two dozen comrades. Later, our efforts in
Theni-Kodaikkanal was also ended with yet another encounter and killing of comrade Naveen Prasad in 2008. Drawing lessons from these experiences we embarked on to build the armed struggle in Tri-junction. As soon as we entered Kerala the ruling classes and their henchmen and the corporate media made a big hue and cry as if the heaven are fallen on their heads.
They howled thumping their chests that the Maoist will be eliminated in a matter of few weeks or months. But the movement not only gained foothold among the masses but also able to launch attacks on the enemy targets. Shocked by these unexpected attacks which exposed the anti people policies of the ruling parties and fearing the militancy it could add to peoples struggles, the state and central governments started witch hunting through their specialised armed forces and cunning intelligence wings not only on Maoists but also on all progressive and democratic forces and on common struggling people.
In this process, the party and the people faced a big loss which is also a result of wrong trends rooted deep among us. We are facing a double edged sword that in one end enemy is trying to eliminate us and on the other hand we ourselves have serious lacunas to rectify which are the long pending ones. Facing this double edged sword successfully means we come out of the edge which is stabbing – us from within i.e. wrong trends with serious ideological remoulding and communist values. Then only we can successfully face the enemy and can make his plan failed. Not only that, we can turn the sword against him by protecting us and transform that edges as sharp weapon against enemy with firm ideological grip and Bolshevic spirit.
Actually an ideological organ have to do this within the party. If it is possible to us to bring out this magazine regularly with the help and encouragement of all party members and leading committees, it will become easy to fulfill the tasks which an organ bound to do in coming days. Because, enemy wants to block this to hinder our effort to educate, organise, unite and Bolshevise the party but by opposing that we should bring out this with maximum effort by making fail his sabotage agenda as a challenge.
We are requesting our party members to read, write, discuss, propagate, translate and distribute this organ throughout the party and to sympathisers. Comrade Manju puts serious efforts and took initiative to bring out this magazine. Comrade Ajitha also engaged in this process. During that process both of them were killed by the enemy on November 24, 2016. We lost the writings of the martyred comrades in that encounter. Finally now we are publishing this with available articles. We are dedicating this first magazine to the martyred comrades.
